In this role, you will assist the Division Manager in the Fair Labor Standards (FLS) Division of the Illinois Department of Labor and oversee the licensing, permitting, and certification functions of the Division, including but depending on new statutory mandates, not limited to the Nurse Agency Licensing Act (NALA), the One Day Rest in Seven Act (ODRISA), Child Labor Law (CLL), Private Employment Agency Act (PEAA), and the Day and Temporary Labor Services Act (DLTSA ): FLS is responsible for assisting people in recovery of unpaid wages as required by the various laws enforced by the Department. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of 4 years of college, preferably with courses in business or public administration.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires completion of a background check and self-disclosure of criminal history.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.

Nice To Haves

  • Three (3) years of project management experience.
  • Three (3) years of experience in healthcare facilities background such as long-term care, hospitals, or nurse industry environment.
  • Two (2) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.

Responsibilities

  • Oversees the licensing, permitting, and certification functions of the Division, including but depending on new statutory mandates, not limited to the Nurse Agency Licensing Act (NALA), the One Day Rest in Seven Act (ODRISA), Child Labor Law (CLL), Private Employment Agency Act (PEAA), and the Day and Temporary Labor Services Act (DLTSA ).
  • Serves as a full-line supervisor for the Licensing Unit.
  • Sets goals and tracks performance for the Licensing Unit.
  • Issues reports and documents as required under various statutes enforced by the Department, including but not limited to:  Annual Child Labor report, Annual Nurse Agency Licensing Act Reports, Other statutorily required reports as necessary.
  • Provides customer service, outreach and training on licensing, permitting and certification processes for employers and other stakeholders.
  • Assists the Manager of the Fair Labor Standards Division.
  • Performs other duties as assigned that are within the scope of the duties enumerated above.
