About The Position

The Licensed Program Manager – HUD-VASH provides clinical and operational leadership for all HUD-VASH services delivered at the West Los Angeles campus. Reporting to the Executive Director and Director of Behavioral Health, this role ensures high quality, compliant, and veteran centered programming that supports veterans experiencing homelessness in securing and maintaining permanent housing. This position is ideal for a licensed clinical leader who excels at program oversight, contract management, and cross system collaboration with the VA.

Requirements

  • Active clinical license (LCSW or LMFT)
  • Master’s degree in Social Work, Counseling, Marriage and Family Therapy, Psychology, or related field
  • Minimum two years of experience in program management, staff supervision, and program operations
  • Experience working with veterans, individuals experiencing homelessness, or high acuity populations
  • Ability to obtain and maintain VA credentialing including VetPro eligibility and background clearance
  • Availability for on call crisis support as needed
  • Strong leadership, communication, and conflict resolution skills
  • Proficiency in Microsoft Office
  • Valid driver’s license and ability to meet insurance requirements

Responsibilities

  • Lead daily operations of HUD-VASH programming to ensure quality, compliance, and performance outcomes
  • Monitor contract deliverables, utilization, and program metrics
  • Serve as primary liaison for HUD-VASH communications with VA partners and contract representatives
  • Participate in regular administrative and coordination meetings with VA stakeholders
  • Supervise program leadership including Case Supervisors, Coordinators, and Outreach staff
  • Provide clinical guidance to ensure adherence to client care standards and regulatory requirements
  • Facilitate regular staff meetings, performance coaching, and program updates
  • Maintain strong relationships with the VA, Continuum of Care, landlords, housing providers, and community partners
  • Support unit utilization strategies and housing placement collaboration
  • Ensure delivery of housing stabilization, case management, and supportive services
  • Provide direct clinical support as needed including crisis intervention, consultation, and client dispute resolution
  • Conduct unit visits and case staffing to address complex client needs
  • Ensure compliance with HUD-VASH regulations, VA credentialing requirements, and organizational policies
  • Oversee program documentation, reporting, and audits
  • Support development and updates of policies, procedures, and client forms
  • Review and approve timesheets for direct reports
  • Partner with site leadership to identify program improvements and resource needs
  • Coordinate special projects and continuous quality improvement efforts
  • Participate in national program calls and organizational initiatives
