About The Position

The primary purpose of this position is to support legislative and policy efforts by serving as DSHA’s primary liaison to the Delaware General Assembly, tracking and communicating legislative activity, and collaborating on policy research and briefs related to affordable housing and housing-related legislation. The position also supports intern programming and leadership initiatives. The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

Requirements

  • Knowledge of the general operations and procedures of DSHA, HUD, Federal and State programs, and properties.
  • Ability to understand, interpret, track, and explain complicated legislation in a timely and efficient manner.
  • Ability to orient other employees and to explain organizational policies, rules, regulations, and procedures.
  • Knowledge of U.S. Department of Housing and Urban Development’s (HUD’s) housing programs.
  • Familiarity with affordable housing policy and programs, especially as it relates to Public Housing programs.
  • Ability to analyze state and federal legislation and regulations.
  • Strong oral and written communication skills.
  • Knowledge of state and federal policy and rulemaking procedures and processes.
  • Strong qualitative and quantitative research and analytical skills
  • Ability to work independently and stay up to date on relevant topics.
  • At least one year of experience in planning, public administration, government affairs, public policy, legislative research, or a closely related field.
  • Bachelor’s degree in Political Science, Public Policy, Economics, Social Sciences or related field preferred, but comparable experience or education will be considered.
  • Demonstrated analytical and critical thinking skills, including the ability to synthesize policy, legislation, and program data into clear summaries.
  • Mission-driven and collaborative, with the ability to support agency goals and contribute meaningfully to team-based work.
  • Ability to communicate clearly and professionally, both in writing and verbally, with a range of stakeholders, including agency staff, legislators, community partners, and the public.
  • Strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook).
  • THIS POSITION REQUIRES THE SUCCESSFUL COMPLETION OF A CRIMINAL BACKGROUND SCREENING AND A VALID DRIVERS LICENSE

Nice To Haves

  • Knowledge of or interest in affordable housing, homelessness, housing policy, or community development is preferred.

Responsibilities

  • Collaborates with the Chief Strategy Advisor and the Director of Policy & Planning to research and advance policy recommendations to address the shortage of affordable housing units in the state.
  • Serves as the primary DSHA “point-of-contact” for the Delaware General Assembly.
  • Collaborate alongside the Research Analyst to produce in-depth policy briefs on pertinent housing topics for DSHA/legislative stakeholders.
  • Manages and updates DSHA legislative tracker; updates and supplies DSHA staff with timely information on bills making their way through the legislative process.
  • Communicates on current events, trends, conversations at Legislative Hall, and DSHA’s involvement in policy implementation.
  • In conjunction with the Research Analyst, assist the Chief Strategy Advisor with the DSHA Summer Intern Program, including introducing interns to the legislative process.
  • Performs other related duties as assigned.
