About The Position

This position provides the Legal Department with a high level of expertise regarding all business solution systems used by the department. This position functions as the primary user contact for the Legal Department regarding the Horizon Project, PC software, and telephones. This position is responsible for coordinating and conducting UAT testing, technical training and procedure documentation. This position helps ensure that department staff can fully utilize the capabilities of all available technology to assist them in efficiently performing their jobs. This position will assist with QILDRO, delinquent employer, felony forfeiture, and other Legal Department processes completed in the Horizon system.

Requirements

  • Bachelor's degree (BA or BS) and two years IMRF experience affording a working knowledge across unit/department lines and across Horizon and other IMRF systems;
  • OR
  • Associates degree or 60 college credits, Business-related major preferred (a PLUS) and four years of related IMRF experience, affording a working knowledge across unit/department lines and across Horizon and other IMRF systems, in increasingly responsible positions;
  • OR
  • Seven years progressive experience in user systems development, project management and system testing.

  • Ability to write system problem reports, technical training materials for the benefits processing staff, and user documentation for IS.
  • Ability to effectively present user needs to management and training material to the benefits processing staff.
  • Ability to work with mathematical concepts such as benefit calculations and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to arrive at the correct rate of earnings and benefits.
  • Ability to interpret reciprocal system formulas and calculations to determine the correct IMRF benefit.
  • Ability to define problems, collect data, establish facts and draw conclusions in a project management setting.
  • Ability to interpret a variety of technical instructions, including written procedures, Illinois Pension Code, and systems applications.
  • While performing the duties of this job, the employee is frequently required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to walk. Specific vision abilities required by this job include close vision. Must be able to use a PC.

Responsibilities

  • Provide ongoing support to the Legal Department for the Horizon Project business solutions.
  • Prepare for Horizon Project meetings, and actively participate and contribute to the success of these meetings
  • With Analyst, prepare and maintain all necessary documentation for the Legal Department’s internal procedures using the Horizon solution and provide written documentation of changes to any system used by the staff
  • With Analyst, develop written materials for the QILDRO Processing manual
  • With Analyst, conduct or arrange for all systems training for Legal staff
  • Monitor and facilitate the maintenance of the Horizon system impacting legal processing. This includes writing work orders and all other needed documentation to successfully liaison with IS and external vendors.
  • Resolve processing issues caused by system problems by providing workarounds and requesting system fixes. Monitor the status of system fixes, and keep the staff appraised.
  • Maintain a high level of understanding of the processes the Legal Department completes in Horizon to ensure ability to support processing and other system reliant activities.
  • Provide the department leadership with input regarding how effectively each employee understands/utilizes the systems available to them
  • Analyze reports, resulting in identification of trends and development of appropriate remediation, as needed.
