About The Position

ICF is currently seeking a Legal Analysis and Privacy Compliance Manager to serve as part of the leadership team supporting Program Management Services for the Office of Child Support Enforcement (OCSE), Division of Federal Systems (DFS). In this role, the Legal Analysis and Privacy Compliance Manager provides legal analysis, legislative review, and privacy compliance support across DFS programs and systems. The position integrates legal expertise with federal privacy compliance responsibilities and supports OCSE initiatives related to legislation, regulation, international and interstate child support, and federal system privacy requirements. The Legal Analysis and Privacy Compliance Manager serves as a key advisor and project lead, supporting integrated project teams and ensuring compliance with the Privacy Act, Paperwork Reduction Act, E‑Government Act, and applicable privacy controls for federal systems

Requirements

M.S. or J.D
6 to 8 years of legal analysis and privacy compliance or an equivalent combination of education and training.
5 yrs of project management of large and complex projects to include the ability to analyze new and complex project‑related problems and develop innovative solutions involving schedule, methodology, tools, solution components, and financial management.
Eligible to complete the HHS background verification process at the Public Trust clearance level.
Strong analytical and problem‑solving skills applied to legal and privacy compliance issues.
Ability to lead and manage teams supporting legal analysis and privacy compliance activities.
Ability to develop long‑ and short‑range plans for support resources.
Strong written and verbal communication skills for drafting legal analyses, reports, and correspondence.
Ability to work collaboratively in a multiple‑contractor and multi‑stakeholder federal environment.

Responsibilities

Legal Analysis Review legal authorities and guidance under which DFS assesses fees and document the consistency of established fee methodologies with relevant authority in collaboration with budget planning and control activities.
Draft agreements, correspondence, and rulemaking documents when necessary.
Participate in reviews of other agency A‑19 legislative proposals to determine impacts to the Federal Parent Locator Service (FPLS).
Provide legislative and legal analysis related to legislation impacting the FPLS and inform internal OCSE stakeholders, documenting findings in Legislative Analysis Reports.
Review regulatory documents to assess impacts on DFS programs.
Provide legislative technical assistance when requested.
Review and comment on draft Congressional inquiries related to the FPLS and other DFS‑supported systems.
Provide policy expertise related to the Hague Child Support Convention, intergovernmental child support, and UIFSA 2008.
Analyze and support OCSE initiatives, programs, and documentation related to international programs and interstate cases.
Conduct analyses and research and provide recommendations related to international child support.
Provide subject matter expertise related to systems implementation for international child support.
Legal and Privacy Compliance Support Assist with Privacy Act compliance for federal systems, including matching programs, Privacy Act statements, privacy controls under NIST SP 800‑53 Rev. 5, and all Privacy Act requirements.
Serve as an integral member of integrated project teams supporting systems development and enhancement efforts.
Manage incident response activities for privacy and security incidents reported by stakeholders.
Maintain privacy compliance documentation required by the Privacy Act of 1974, the Paperwork Reduction Act, and the E‑Government Act of 2002.
Maintain records disposition schedules in compliance with National Archives and Records Administration (NARA) requirements.
Privacy Documentation Develop and maintain Systems of Records Notices (SORNs) prior to implementation of new systems or system enhancements.
Support Information Collection Request (ICR) packages, including renewals, new collections, and modified collections, in coordination with DFS lines of business.
Draft and update Privacy Impact Assessments (PIAs) and Privacy Threshold Analyses (PTAs) and conduct required three‑year reviews.
Draft and update NARA records retention schedules and coordinate submissions through ACF.
Coordination and Advisory Support Coordinate across DFS lines of business to monitor system planning activities and documentation for privacy compliance.
Assist with public inquiries, Congressional inquiries, and OCSE requests requiring privacy assessments of DFS forms, guides, and systems.
Research and provide recommendations regarding privacy and other legal issues as requested.
