The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. General Statement of Duties and Responsibilities The Leasing Unit is responsible for the procurement and management of all leased space for commonwealth agencies. Its activity includes planning, issuance of Requests for Proposals (RFPs) for the procurement of new leases, lease negotiation, project management, and lease administration during occupancy. Its mission is to procure best-value space for the Commonwealth through a fair and competitive process, guided by current real estate market knowledge and industry best practices. The Project Manager oversees the full lifecycle of leased real estate transactions on behalf of Commonwealth agencies, from planning and procurement through occupancy and lease administration. This role partners with client agencies to define space needs, execute competitive procurements, negotiate lease terms, and manage build-outs and ongoing landlord performance. The Project Manager applies expertise in commercial leasing, financial analysis, space planning and design, and building operations to deliver cost-effective, compliant, and high-quality outcomes. This position operates in a fast-paced, team-oriented environment and collaborates closely with internal staff, senior leadership, and external stakeholders.

Requirements

  • Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.
  • Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.

Responsibilities

  • Lease Procurement & Project Delivery Partner with agencies to assess space needs and develop programming requirements.
  • Prepare and issue RFPs; manage bidder outreach and inquiries in accordance with open, fair, and competitive procurement standards.
  • Evaluate proposals, including financial and site analyses, to support best-value procurement decisions consistent with Commonwealth policy objectives.
  • Negotiate business terms of leases and collaborate with counsel on key legal terms and conditions.
  • Maintain complete, accurate, and auditable procurement records, ensuring all documents, communications, and decisions are thoroughly documented and properly filed in accordance with established standards.
  • Lease Administration & Asset Management Oversee Landlord’s Improvements/build-outs to ensure compliance with lease terms.
  • Monitor landlord performance, building operations, and service delivery.
  • Negotiate and execute lease amendments, extensions, and related agreements.
  • Support agencies on occupancy issues and resolve landlord-related concerns with support from the Leasing Compliance Team.
  • Manage and execute lease expirations, renewals, and terminations.
  • Collaboration & Strategy Collaborate with internal teams to support unit goals, policies, and process improvements.
  • Maintain knowledge of commercial leasing market trends and industry standards.
  • Build and maintain strong and positive relationships with agency partners and stakeholders.
