About The Position

The Leasing & Marketing Manager oversees all Lease-up successes, marketing campaigns, social media, occupancy/vacancy rates, and leasing policies. Along with training programs across multiple sites with the goal of 100% occupancy rate. This role ensures all available units are marketed to appropriate income levels and priced at maximum allowable affordability levels while guiding site staff to optimize the occupancy turnover rate within LIHI’s policy timeframe. This position will work closely with the Director of Housing Management, Regional Property Operations Manager, Site Managers, and LIHI’s Program Manager to attract and place eligible tenants.

Requirements

  • Property Management experience at the site level and leasing and marketing experience in affordable housing.
  • Completion of Tax Credit Compliance Training (required within 6 months of hire).
  • Computer literacy: Proficient in social media, PM-specific software, and other marketing Customer Relationship Management software.
  • Knowledge of Landlord/Tenant Law.
  • Ability to work effectively with and supervise people of diverse backgrounds, cultures, and those with limited English proficiency.
  • Proven problem solving ability, excellent customer service and adhere to professional conduct.
  • Strong verbal and written communication skills and the ability to organize time efficiently and prioritize tasks in a self-directed manner.
  • Occasional lifting and carrying up to 30 lbs.
  • Must have reliable transportation.
  • Must pass criminal background checks and drug screening tests.

Responsibilities

  • Performance Oversight: Lead daily oversight of all vacancies; crosscheck software data with actual occupancy reports provided by site teams to ensure accurate occupancy and vacancy rates.
  • Lease-Up Campaign: Execute the full lease-up strategy by developing all required marketing materials and tools. Drive results by implementing creative, non-traditional outreach strategies and delivering clear, actionable recommendations that directly impact occupancy performance and stabilization timelines.
  • Staff Development: Train and guide site staff on leasing, marketing, and managing the occupancy turnover rate to fill units quickly.
  • Resource Development: Assist and train in the development and update training materials for property management software data input to ensure quality data tracking.
  • Goal Setting: Develop work plans and performance measures for On-site staff with guidance from the Director of Housing Management and Regional Operations Manager.
  • The Managers are expected to lead from the front facing initiative, staying hands-on, and setting the standard through action.
  • This role requires a proactive, take-charge mindset paired with strong interpersonal skills, ensuring professional, respectful, and effective interactions with residents and housing partners at all times.
  • Compliance: Ensure all new tenants meet eligibility requirements; maintain expert knowledge of set-asides, target populations, and compliance documentation.
  • Housing Navigation: Complete, Assist and train On-site staff members. The "housing navigation" process, which includes but NOT limited to meeting with potential clients, prospects, inquiries, case manager or partnering agencies, to ensure successful execution of property visits, rental application process and all required compliance forms per each program guideline. Which also include initial intakes or Annual Recertification process.
  • Waitlist Audit: Regularly monitor, update, and purge waitlists in accordance with LIHI and HUD policies, compliance requirements, and Fair Housing laws.
  • Outreach: Develop & follow the Affirmative Fair Housing Marketing Plan (AFHMP) to ensure proper outreach during waitlist openings and follow tenant selection plans.
  • LIHI Reporting Policy: Generate weekly and or monthly reports tracking occupancy and vacancy rates four times per month for leadership.
  • Outreach Marketing: Follow up with site teams before units reach 30 days of vacancy loss, develop specific marketing campaigns or recommendations for units over 30 days vacant and present to Director of Housing Management and Regional Operations Manager.
  • Digital Presence: Audit all LIHI websites and online platforms to ensure accuracy in partnership with Property Managers and all appropriate agencies.
  • Website and Social media: Utilize LIHI website and innovative strategies to boost inquiries on vacant units.
  • Develop and expand partnerships with Public Housing Agencies and all other partnering housing agencies, while providing staff guidance on maintaining critical communication networks to better serve clients.
