About The Position

This position is responsible for coordinating, administering, and overseeing lease concessionaire operations within Oklahoma State Parks. The Lease Concessionaire Coordinator serves as the primary liaison between the Oklahoma Tourism and Recreation Department (OTRD) State Parks Division, and concessionaires to ensure compliance with lease agreements, agency policies, and state regulations while supporting the development and expansion of recreational services that enhance park visitor experiences. The functions performed in this job family will vary by assignment, park location, and agency needs, but may include the following: Administers and monitors concessionaire lease agreements to ensure compliance with contractual terms, financial obligations, reporting requirements, and agency policies. Collects, reviews, and maintains concessionaire documentation including insurance, permits, bonds, background checks, certificates, current leases, rate sheets, inventory and sales reports, and modification approvals within agency record systems such as SharePoint. Processes concessionaire lease renewals, amendments, and terminations in coordination with legal staff and agency leadership. Works with the OTRD park managers as the primary point of contact for concessionaires regarding lease compliance, operational issues, renewals, and procedural requirements. Conducts and participates in annual and routine on-site inspections with Risk/Safety personnel and Park Managers to verify lease compliance, safety standards, and facility conditions are being met. Researches and identifies potential concessionaires to expand recreational and visitor service opportunities within Oklahoma State Parks. Consults with other state and federal park entities to inquire about concession programs to identify potential areas for expansion and refinement. Supports solicitation processes for short-term seasonal concessions and long-term concessionaire agreements, including collecting applicant information, reviewing financial data, evaluating business proposals, and assisting with negotiations. Monitors concessionaire financial reports, invoices, payments, and compliance with revenue and reporting requirements. Handles concessionaire modifications, resolves disputes, and responds to internal and external contract inquiries. Consults with existing concessionaires regarding opportunities for expansion and/or additional services. Attends weekly coordination meetings with agency legal staff and safety risk agents to support concession program planning, strategy, and risk mitigation. Works and communicates with park managers, operations, legal, safety and risk, and finance teams on regular basis. This job family consists of a single professional level. Incumbents are responsible for independently performing a full range of lease concessionaire coordination and administration duties. Work includes managing concessionaire relationships, ensuring lease compliance, supporting concession development, and coordinating with legal, risk, and park management staff. Positions require the application of professional judgment, strong organizational skills, and the ability to communicate effectively with internal and external stakeholders on a routine basis. Knowledge required at this level includes Principles and practices of lease administration, contract management, and concession operations. Applicable state policies, regulations, and procedures related to concessionaire agreements. Basic financial reporting and revenue monitoring related to lease agreements.

Requirements

  • Education and experience requirements at this level consist of an associate or bachelor’s degree in business administration, public administration, property management, hospitality management, or a related field, and experience in lease administration, contract management, property or facility management, concessions management, or a related field; or an equivalent combination of education and experience, substituting one year of work experience for one year of the required education.
