About The Position

Who is NTE, NTE 35W, and LBJ? The North Tarrant Express (NTE) was the first design-build-finance-operate-maintain managed lanes project in Texas and consisted of the complete reconstruction of 13.3 miles of the existing I-820/SH-183 corridor between Dallas and Fort Worth. Since opening in October 2014, nine months ahead of the contracted completion date, the general highway lanes are experiencing a 70% decrease in congestion time and a 15% increase in average speed. This Cintra-led project has doubled capacity and significantly improved mobility along this heavily congested corridor that traverses the heart of six cities through Northeast Tarrant County. The North Tarrant Express 35W (NTE 35W) project spans 16.8 miles from I-30 in downtown Fort Worth to Eagle Parkway at the north end of Alliance Airport. The project is operated and maintained by the Cintra-led consortium in North Texas. This project has improved mobility by adding additional road capacity through a combination of general highway lanes and continuous frontage roads, along with tolled express lanes that use variable pricing to keep traffic moving. The LBJ Express (LBJ) is currently the largest P3 operation in Texas and one of the largest ever undertaken in the U.S. It is a regionally-significant transportation improvement project in North Texas that is relieving severe congestion in the dense urban area of north Dallas. In 2009, the Cintra-led consortium was selected to complete the design, construction, finance, operation, and maintenance of the project along I-635 and I-35E. Since opening in September 2015, the general highway lanes are realizing a 60% decrease in congestion time and a 10% increase in average speed. What makes us different? Our people come first. Job Description: Under general supervision, the Training Program Manager requires a strong understanding of adult education elements as well as foundational health and safety training that emphasizes regulatory compliance, accreditation standards, and the integration of safety modules into all employee learning pathways. Ideally, the Training Program Manager has a strong understanding of regulatory requirements, emergency response procedures, and contractor safety management, while promoting collaboration with supervisors to ensure training reflects lessons learned from daily operations. The role also demands competency in auditing training effectiveness, in the administration of learning management systems (LMS), and in coordinating with departmental supervisors to guarantee that staff receive timely and practical safety instruction. This position will report to the Health, Safety, Environment & Quality Director.

Requirements

  • The Training Program Manager requires a strong understanding of adult education elements as well as foundational health and safety training that emphasizes regulatory compliance, accreditation standards, and the integration of safety modules into all employee learning pathways.
  • The role also demands competency in auditing training effectiveness, in the administration of learning management systems (LMS), and in coordinating with departmental supervisors to guarantee that staff receive timely and practical safety instruction.
  • Ability to sit for extended periods and use a computer, including repetitive hand and wrist movements.
  • Proficiency in handling office equipment and moving around the office.
  • Good visual acuity for reading screens and documents.
  • Ability to lift and carry up to 15 pounds and push or pull loads of up to 20 pounds; physical fitness and stamina are essential.
  • Ability to stand for long periods of time.

Responsibilities

  • Create, implement, and manage the TEXPRESS training program, maintain metrics and training KPIs.
  • Training to include but not limited to Roadway Maintenance and ITS Maintenance departments, Internal policies and procedures; Procurement policies; Compliance with local and federal government training, Health & Safety, hands-on and classroom training, Human Resource training, onboarding and refresher training.
  • Build out a calendar that encompasses all training types and coordinate with each department to ensure training schedules accommodate work activities.
  • Collaborate with internal trainers to incorporate in-person skills training alongside e-learnings.
  • Manage the TEXPRESS Train-the-trainer internal program.
  • Evaluate, approve and handle the procurement process for all third party/external trainers and Train-the-Trainer certification courses.
  • Evaluate and maintain compliance with regulatory and contractual requirements as it relates to mandatory training.
  • Evaluate the effectiveness of existing offerings by attending departmental in-person trainings as well as reviewing E-learning catalogs.
  • Search for gaps in training material and update accordingly to generate higher productivity and safety.
  • Review and provide recommendations for improvements for the various departmental training/onboarding training programs based on incidents, lessons learned and internal improvement plans.
  • Assist in building training material as needed.
  • Manage the training budget.
  • Overseeing budgets for training programs.
  • Ensuring that training initiatives are cost-effective and deliver value.
  • Manage the Learning Management System (KPA) by adding new hires, assigning required trainings and auditing completion reports.
  • Load all OJT and external training into KPA to ensure comprehensive tracking of both e-learning and in-person offerings.
  • Collaborate with Training Program Managers (TPMs) from other concessions to streamline training efforts where possible.
