MBL Technologies is seeking a Learning Management System (LMS) Administrator to support a federal health agency’s Information Security and Privacy Group (ISPG). The LMS Administrator is responsible for the configuration, administration, maintenance, and continuous improvement of the agency’s Learning Management System (LMS), supporting enterprise cybersecurity and privacy training programs. This role serves as the technical authority for LMS operations, ensuring system reliability, accessibility, data integrity, and compliance with federal training, reporting, and audit requirements. The LMS Administrator works closely with trainers, instructional designers, program leadership, and government stakeholders to ensure seamless delivery of training, accurate compliance tracking, and actionable analytics to support workforce readiness and cybersecurity risk reduction. This role is mostly remote; however, it will require occasional onsite meetings in the Baltimore/Washington metropolitan areas. This role is contingent based on contract award.

Requirements

  • Minimum 5 years of experience administering a Learning Management System in a federal, healthcare, or highly regulated environment.
  • Demonstrated experience managing LMS configuration, user administration, reporting, and technical troubleshooting.
  • Strong understanding of cybersecurity and privacy training compliance requirements, including role-based training.
  • Experience supporting audits, compliance reporting, and leadership briefings using LMS data.
  • Familiarity with Section 508 accessibility requirements and accessible learning technologies.
  • Experience working in an Agile delivery environment using government-approved tools (e.g., Jira, Confluence, collaboration platforms).
  • Excellent communication skills and ability to support a diverse user community.

Nice To Haves

  • Experience supporting CMS, HHS, or other federal health agencies.
  • Experience administering PowerTrain LMS or similar enterprise LMS platforms.
  • Familiarity with federal cybersecurity frameworks (e.g., FISMA, NIST).
  • Experience with LMS integrations, automation, or learning analytics tools.
  • Certifications related to LMS administration, training technology, or IT systems (preferred but not required).

Responsibilities

  • Administer, configure, and maintain the agency’s LMS (e.g., PowerTrain LMS), ensuring system availability, performance, and security.
  • Manage LMS system settings, user interfaces, browser compatibility, and platform updates to ensure a consistent and user-friendly experience.
  • Oversee user account creation, roles, permissions, and access controls while maintaining data integrity and compliance with federal security requirements.
  • Serve as the primary technical point of contact for LMS-related inquiries, troubleshooting system issues and coordinating resolutions as needed.
  • Provide Tier 1 LMS support for learners, instructors, and course managers.
  • Develop and maintain clear, user-friendly documentation, including job aids, how-to guides, FAQs, and onboarding materials.
  • Support mailbox or ticket-based inquiries related to LMS access, course enrollment, and training completion, ensuring timely responses in accordance with service level expectations.
  • Collaborate with trainers and instructional designers to upload, configure, and manage course content across multiple delivery formats (e-learning, instructor-led, virtual, blended).
  • Implement standardized templates for courses and curricula to ensure consistency and scalability.
  • Ensure all LMS-hosted content meets Section 508 accessibility standards and agency quality requirements prior to release.
  • Maintain version control and update schedules for training content in alignment with changing policies, standards, and technologies.
  • Generate and maintain LMS reports and dashboards tracking course completions, learner engagement, role-based training compliance, and mandatory training requirements.
  • Support audits, leadership briefings, and compliance reviews by providing accurate, timely LMS data and analytics.
  • Ensure training records are complete, accurate, and maintained in accordance with federal records management and reporting requirements.
  • Contribute LMS data to monthly status reports, student progress reports, and performance metrics tied to training outcomes.
  • Support LMS modernization initiatives, including automation, workflow optimization, and dashboard development.
  • Integrate LMS capabilities with other enterprise tools such as project management systems, collaboration platforms, and cybersecurity systems as directed.
  • Participate in Agile delivery processes, contributing to continuous improvement of LMS functionality and training operations.
  • Support transition-in and transition-out activities to ensure continuity of LMS operations and knowledge transfer.
