The Learning & Development Manager oversees DPL's learning and development strategy and leads a team of professionals responsible for designing, delivering, and evaluating learning initiatives across the organization. This role is both strategic and hands-on-building the systems, relationships, and culture that promote continuous learning and leadership growth throughout the library. DPL's learning and development team operates independently of the City's organizational learning function; however, it is a responsibility of this role to build and maintain a strong relationship and understanding of resource sharing opportunities.

  • Develop and implement an agency-wide learning and development strategy aligned with organizational priorities.
  • Lead the design and delivery of core programs such as leadership development, onboarding, coaching, and team development.
  • Partner with library and City leaders to assess learning needs, close skill gaps, and evaluate program impact.
  • Oversee vendor partnerships, contracts, and budgets for training and professional development.
  • Supervise and develop L&D staff, providing coaching, feedback, and opportunities for growth.
  • Manage the department's budget, forecast spending, and recommend adjustments as needed.
  • Foster a culture of curiosity, equity, and innovation through learning.
  • A strategic mindset with experience aligning learning programs to organizational goals.
  • Strong facilitation and instructional design skills, grounded in adult learning theory.
  • Excellent communication and relationship-building skills across all levels of an organization.
  • Experience managing budgets, contracts, and vendor relationships.
  • Demonstrated ability to manage multiple complex projects at one time
  • An understanding of change management principles and effective implementation planning
  • A passion for equity and inclusion in learning and leadership development.
  • Three (3) years of professional level human resources experience at the type and level of functional or operational management, which must have included management of subordinate supervisors.
  • Master's degree or certificate in Instructional Design, Leadership Development, Learning & Talent Development, or a related field.
  • Experience leading organizational learning strategy or large-scale leadership programs.
