About The Position

Lead Testing and Certification Analyst Location: Hampton, Virginia Rivet Operations Company is seeking an experienced Lead Compatibility and Interoperability (C&I) Testing and Certification Analyst with extensive technical and test management expertise supporting United States Air Force (USAF) Tactical Data Link (TDL) interoperability, standards conformance, and certification activities. Lead Testing and Certification Analyst will be provide skilled leadership to Air Force service-level and Joint multi-TDL testing efforts, advising program offices throughout system development life cycles, and guiding certification processes to, proven leader experienced in coordinating stakeholders, mentoring analysts, and providing authoritative technical judgment on interoperability risks, deficiencies, and operational impacts. Duties and Responsibilities:• Lead and provide technical oversight for all phases of Air Force service-level multi-TDL platform, system, and net-centric services Compatibility and Interoperability (C&I) testing and certification.• Serve as senior technical advisor for Joint interoperability testing and certification processes, coordinating with Joint organizations as required.• Identify TDL capabilities and functions requiring testing for USAF C3I systems and ensure system points of contact understand MIL-STD compliance and Joint Interoperability Certification processes.• Coordinate test scheduling through the Participating Test Unit Coordinator (PTUC) and track assigned systems’ certification progress using approved tools.• Advise USAF program offices during system design and development by attending Technical Interchange Meetings, Integrated Test Team meetings, Test Plan Working Groups, and Design Reviews.• Brief stakeholders on the Air Force System Interoperability Test (AFSIT) process at appropriate program milestones.• Direct development and review of certification documentation, including RFCI Surveys, AFSIT Waiver Requests, AFPTU Tasking Letters, and MIL-STD Compliance Certification or Non-Certification Letters.• Liaise with System Program Offices throughout Air Force standards conformance and Joint interoperability testing.• Review and provide authoritative feedback on test plans, test procedures, scripts, ISPs, NR-KPPs, and configuration documentation.• Observe C&I certification testing as required and lead analysis of collected test data to validate preliminary trouble reports and assess operational impact.• Lead participation in Technical Analysis Group (TAG), Joint Analysis Review Panel (JARP), Interoperability Steering Group (ISG), and ICTO related activities.• Provide expert interpretation of multi-TDL standards, operational procedures, and mission impacts of identified deficiencies.• Support TDL integration into Air Force C2 and non-C2 platforms and develop or approve data- and message-level implementation specifications.• Review ISPs in JASM and provide senior-level technical recommendations to support certification readiness.• Develop and review background papers, staff studies, talking papers, and presentation materials as requested by the Government.

Requirements

  • Education: Associate’s degree in a technical field (engineering, computer science, information technology, or related discipline).
  • Experience: Minimum of 5 years of experience supporting or leading Air Force or Joint multi-TDL C&I testing and certification efforts.
  • Demonstrated experience managing or overseeing service-level interoperability tests.
  • In-depth knowledge of Multi-TDL standards including MIL-STD-3011, 6011, 6016, 6017, 6020, 6040, 188-220, and 2045-47001.
  • Proven experience reviewing and approving test plans, test reports, and certification documentation.
  • Strong leadership, coordination, and mentoring skills.
  • Excellent technical writing and briefing skills.
  • Security Clearance:Position requires applicant to be a US Citizen and able to obtain the required security clearance for the position.
