About The Position

GovCIO is currently hiring for a Lead Requirements Analyst to gather, evaluate and validate end user requirements in support of the Naval Criminal Investigative Service's (NCIS) Collection Management System (CMS). This position will be located in Quantico, VA and will be a hybrid position. Responsibilities Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer. Requires knowledge of computer system capabilities, business processes, and work flows. May also be functional experts in financial, program control or logistical areas. Analyzes business and technical processes to formulate and develop new and modified business information processing systems. Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization. Documents product/service requirements and develops test procedures to ensure user requests are carried out. Interacts with testing requirements to ensure traceability and test coverage. Requirements

High School with 10+ years (or commensurate experience)
Clearance Required: Secret
Extensive knowledge of NCIS CMS functionality and user community requirements.
Expertise in analyzing and compiling software business logic discovery and mockups and developing and validating acceptance criteria for software development.
Experience in leading requirements working groups and user acceptance training sessions.
Expertise in using the Service Now platform for sprint/story management.
Working knowledge of Department of Navy networks and information assurance policies and protocols.
Experience working with SCRUM teams and agile methodology.
Information Technology Infrastructure Library (ITIL) certification.
