About The Position

HII Mission Technologies is seeking a highly experienced and detail-oriented Program Cost Control Analyst - Level 5 to lead complex program financial planning, forecasting, and Earned Value Management (EVMS) execution for major government contracts. This position is based in Syracuse, NY, with a hybrid work schedule (3 days per week in-office), and functions as a senior-level individual contributor with technical leadership responsibilities. The ideal candidate will bring deep experience in program cost control, advanced analytical capabilities, and the ability to drive compliance and performance across the program lifecycle. This role also involves leading a team of 6 Project Control Analysts responsible for managing a portfolio of programs generating annual revenue more than $140M. The portfolio spans a wide range of contract types, including Cost Plus Fixed Fee (CPFF) research and development programs and Firm Fixed Price (FFP) development and production efforts, requiring a deep understanding of program cost tracking, performance metrics, and compliance standards.This is a great opportunity for an experienced analyst looking to step into a leadership-support role within a highly visible federal program.

Requirements

  • 15+ years relevant experience with Bachelors in related field; 13+ years relevant experience with Masters in related field; or High School Diploma or equivalent and 19+ years relevant experience.
  • Hands-on experience with EVMS implementation and analysis in a government contracting environment.
  • Advanced proficiency with Deltek Costpoint, Microsoft Excel, and financial modeling.
  • Strong working knowledge of federal contracts, including task order management and cost tracking.
  • Solid understanding of funding allocation, billing cycles, and financial deliverables.
  • Strong communication skills and ability to work cross-functionally with financial and non-financial stakeholders.
  • Candidates must possess a strong background working with multiple government contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, CPIF, and hybrid contracts.
  • Must be analytical, possess excellent communication and presentation skills.
  • Ability to work independently as well as a member of a team.
  • Ability to obtain secret clearance.

Nice To Haves

  • PMP, EVMP, or similar certification.
  • Familiarity with EVMS tools (e.g., Cobra, wInsight, Empower).
  • Experience supporting DCMA audits or customer EVMS surveillance.
  • Experience with Cognos, Power BI, or similar reporting/visualization platforms.
  • Active DoD Secret clearance or ability to obtain.

Responsibilities

  • Lead development, maintenance, and reporting of EVMS-Lite cost/schedule integration and baseline management activities.
  • Prepare and submit Integrated Program Management Data and Analysis Reports (IPMDAR/IPMR) and related Contract Data Requirements List (CDRLs).
  • Develop and maintain time-phased budgets, Estimates at Completion (EACs), and financial forecasts at control account, CLIN, and contract levels.
  • Oversee financial tracking of product builds using WIP (Work-in-Progress) account, ensuring accurate cost accumulation for material and labor. Reconcile WIP balances monthly and resolve discrepancies between actuals and expended costs.
  • Monitor inventory transactions, usage variances, and work order completions to ensure accurate of cost of goods sold.
  • Identify root causes of variances and drive action plans to resolve performance issues within EAC and baseline thresholds.
  • Track actual costs, commitments, and obligations and ensure alignment with approved budgets and funding.
  • Prepare and deliver variance analyses and ad hoc reports for internal and external stakeholders.
  • Ensure revenue recognition, invoicing, and accruals are aligned with project financials and earned value.
  • Ensure proper cost classification and task structure in support of project planning and billing accuracy.
  • Reconcile unbilled balances and assist with month-end and quarter-end close processes.
  • Assist in preparing financial deliverables, such as Monthly Status Report, EAC, and Invoicing.
  • Partner with Program Managers, Contracts, Procurement, CAMs, and Scheduling teams to support compliant and efficient program execution.
  • Perform data entry and validation in Deltek Costpoint related to labor and non-labor transactions, project setup, and invoice processing.
  • Work with Contracts, Accounting, and the PM to ensure invoices are accurate and submitted in a timely manner.
  • Help maintain a complete repository of supporting documentation including funding mods, invoice logs, and funding assignments.
  • Mentor junior analysts, review their deliverables, and provide coaching on EVMS practices and Costpoint tools.
  • Support proposal pricing, basis of estimates (BOEs), and cost volume development when needed.
