About The Position

HII Mission Technologies is currently seeking a Lead Program Cost Controller to join our team in our Virginia Beach location! Under the direct supervision of the Senior Project Control Manager, the Lead Program Controller works alongside a team of Project Controllers and manages a team of Project Controllers, providing leadership, mentorship, and strategic oversight of planning, tracking, analysis, and reporting activities manages the planning, tracking, analysis and reporting of performance on projects of varying contract type, size, complexity and level of risk. The Lead Program Controller is a key member of the program team and will act as the “CFO” of the programs assigned and works with the Program Managers and Operations Directors to help define the project’s goals and objectives; and recommends actions to improve progress and performance. The Lead Program Controller will interface with Program/Project Managers, senior technical staff, as well as other functional organizations including contracts, finance, accounts receivable, subcontract management and procurement. A hybrid work schedule is authorized.

Requirements

  • 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Demonstrated ability to build and lead high-performing teams, leveraging strong analytical skills and a forward-thinking, strategic mindset.
  • Proficient in Microsoft Excel and the full MS Office suite, with working knowledge of relevant financial and project management software.
  • Highly organized with the ability to manage multiple priorities simultaneously and meet tight deadlines.
  • Strong analytical thinker with excellent communication and presentation skills; able to work independently and collaboratively within a team environment.
  • Candidate must be committed to delivering exceptional customer service and building positive stakeholder relationships.
  • Must be able to obtain and maintain a DoD Secret level security clearance.

Responsibilities

  • Mentor, coach, and develop a team of Project Controllers, ensuring alignment with program goals and fostering professional growth.
  • While this role is primarily focused on leadership and team oversight, the Lead Program Cost Controller should possess the technical depth to step in and support execution when needed.
  • Establish and maintain cost control systems for contracts requiring validated cost and schedule controls.
  • Monitor project costs and schedules to ensure compliance with negotiated terms and government guidelines.
  • Develop budgets and schedules for contract work; support financial analyses including funding profiles, sales forecasts, and variance assessments.
  • Create program plans that align with contract requirements and statements of work.
  • Conduct schedule risk assessments to identify and mitigate cost and timeline risks.
  • Track expenditures, prepare funding projections, and submit timely funding requests to ensure financial coverage.
  • Integrate contractual changes into control systems and maintain accurate cost and schedule baselines.
  • Provide cost, schedule, and funding analysis support to Program Managers, including WBS, BOEs, and time-phased budget development.
  • Assist with project setup in accordance with contract terms and requirements.
  • Prepare and submit Estimates at Completion (EAC) within required deadlines.
  • Identify risks and opportunities; collaborate with PMs, Contracts, Procurement, and Finance to resolve issues.
  • Review and assess contract modifications and advise program teams on potential impacts.
  • Perform analytical reviews and arithmetic checks of cost reports.
  • Deliver accurate variance analyses and financial reporting.
  • Prepare Contract Data Requirements List (CDRL) financial deliverables, ensuring accuracy and timely submission.
  • Conduct ad-hoc financial analyses as requested by PMO or other stakeholders.
  • Monitor funding status and provide timely updates with detailed line-item tracking.
  • Support billing processes and accounts receivable; resolve unbilled issues in coordination with Finance, Contracts, and PMO.
  • Assist in recording subcontractor and vendor accruals per GAAP and internal policies to ensure accurate cost reporting.
  • Ensure program revenue and profit align with EAC projections.
  • Maintain compliance with GAAP, Sarbanes-Oxley, FAR, and company policies related to contract performance and financial management.
