About The Position

WiSC Enterprises is seeking a Program Manager to lead a high-visibility program supporting critical national security missions. The ideal candidate has extensive experience in program leadership, acquisition management, and Model-Based Systems Engineering (MBSE). This role requires oversight of systems engineering processes, technical enabling activities, and organizational program support to ensure mission success.

Requirements

  • Bachelor’s degree in Engineering, Computer Science, or related discipline (Master’s degree preferred).
  • 15+ years of experience in program/project management, including leadership of large, complex programs ($100M+).
  • Demonstrated expertise with Model-Based Systems Engineering (MBSE) principles and tools.
  • Strong background in acquisition, requirements management, and systems engineering.
  • Excellent communication, leadership, and stakeholder engagement skills.
  • PMP; DAWIA III equivalent certification.
  • CompTIA Security+ certification.
  • CompTIA Network+ certification.
  • ITIL 4 Managing Professional (MP) certification.

Nice To Haves

  • Master’s degree in Systems Engineering or Electrical Engineering.
  • Experience managing programs in defense, intelligence, or highly technical mission environments.
  • Proven ability to deliver across the full lifecycle of complex systems.
  • Cybersecurity certifications (CISSP, CISM).
  • Cusci CCBA certification.
  • Microsoft Azure Fundamentals certification.
  • ISC2 SSCP (Systems Security Certified Practitioner) certification.

Responsibilities

  • Serve as the senior point of contact for all programmatic, contractual, and technical matters.
  • Provide leadership and accountability for program management activities, including cost, schedule, and performance.
  • Apply MBSE methodologies to drive systems engineering processes such as stakeholder requirements definition and system analysis, system and service architecture design, verification, and validation, and deployment, operations, maintenance, and system/service transition.
  • Oversee technical enabling activities including program/project planning, assessment, and control, decision management, life-cycle readiness, and risk management, and configuration, information, measurement, and quality assurance/IT resiliency.
  • Manage organizational and program enabling activities such as acquisition support, infrastructure management, and portfolio oversight, strategy development, governance, and enterprise-level support, and office/records management, event coordination, and continuity of operations.
  • Implement earned value management (EVM), agile acquisition, and business process improvements to enhance efficiency.
  • Lead and mentor multi-disciplinary teams to achieve mission objectives.
