About The Position

The Lead Evaluator supports the comprehensive evaluation and identification processes for students with disabilities across Needville ISD. This position ensures district compliance with federal and state regulations, including the Individuals with Disabilities Education Act (IDEA), Texas Administrative Code, and local operating guidelines. The Lead Evaluator provides leadership, supervision, technical assistance, and professional development to multidisciplinary evaluation staff, including Educational Diagnosticians, School Psychologist, Speech-Language Pathologists, Occupational Therapists, Physical Therapist, and Assistive Technology personnel. The incumbent collaborates with district and campus administrators to ensure high-quality, timely, and compliant assessment practices; maintains current knowledge of applicable laws and standards; and supports consistent implementation of district evaluation procedures.

Requirements

  • Master's Degree: School Psychologist, Diagnostician, Special Education, Speech Pathology, or related field.
  • Valid certification/licensure appropriate to discipline (e.g., Educational Diagnostician, School Psychologists, SLP).
  • CPI Trained
  • Minimum of 5 years experience conducting evaluations in public schools (e.g., as Educational Diagnostician, School Psychologists, SLP).
  • Strong working knowledge of IDEA, TEA regulations, disability eligibility criteria, and multidisciplinary evaluation requirements.
  • Proficiency in Windows operating systems and Microsoft Office applications (Word, Excel, PowerPoint).
  • Effective communication skills, both oral and written, with the ability to collaborate across teams and disciplines.
  • Demonstrated ability to develop and deliver professional development.
  • Strong organizational, analytical, and problem-solving skills.

Responsibilities

  • Oversee, monitor, and ensure compliance for all Full Individual Evaluations (FIEs), re-evaluations, and related assessments conducted by evaluation staff (School Psychologists, Diagnosticians, SLPs, OTs, AT).
  • Ensure adherence to IDEA, TEC, TAC, and specific State Performance Plan Indicators (SPPI), including Indicators 11 & 12.
  • Review evaluation reports to ensure alignment with district standards, legal requirements, and best practices.
  • Support evaluation teams in determining eligibility, services, and placement decisions based on data and regulatory guidelines.
  • Ensure implementation of district evaluation timelines, ARD/IEP procedures, and discipline-related evaluation practices.
  • Provide consultation regarding complex cases, behavior concerns, low-incidence disabilities, autism, assistive technology, and early childhood/ECSE assessments.
  • Maintain oversight of confidentiality, documentation standards, and secure handling of evaluation records.
  • Evaluate students if needed to maintain compliance.
  • Provide leadership, mentoring, and coaching to Educational Diagnosticians, School Psychologists, SLPs, OTs, PTs and AT staff/consultants.
  • Coordinate supervision for School Psychologists interns, CF-SLPs, OT interns, and other staff working toward full professional licensure.
  • Offer direct supervision as required for professional licensure (within legal scope).
  • Monitor performance, caseloads, productivity, and evaluation quality across disciplines.
  • Assist in scheduling, campus coverage planning, and equitable assignment of caseloads.
  • Support professional reflection and problem-solving to address varied student needs.
  • Plan, coordinate, and deliver professional development on evaluation practices, IDEA compliance, eligibility frameworks, and discipline-specific requirements (speech/language, OT, AT, autism, early childhood, etc.).
  • Collaborating with multidisciplinary leads to designing aligned district assessment procedures.
  • Develop and update district guidance documents, procedural manuals, operating guidelines, and evaluation flowcharts.
  • Train staff in new assessment tools, updated protocols, and required methodologies.
  • Maintain accurate inventory of evaluation materials, assistive technology tools, devices, and protocols.
  • Assist in budgeting and procurement of evaluation instruments for all disciplines.
  • Lead planning around AT implementation, device trials, and progress-monitoring expectations.
  • Support SLP and OT integration of recommendations into IEP development and service delivery.
  • Ensure all campuses have adequate staffing coverage and access to support based on student needs.
  • Serve as primary contact for evaluation-related questions from administrators, ARD facilitators, and multidisciplinary teams.
  • Analyze referral, evaluation, eligibility, and AT usage data to identify trends and ensure compliance.
  • Prepare and present data summaries for TEA, PEIMS, district leadership, and compliance reporting.
  • Participate in district leadership meetings, ARD meetings, MTSS processes, and Child Find activities.
  • Maintain thorough, updated knowledge of special education laws, research, evaluation best practices, and TEA guidance.
