About The Position

Oversees complex daily operations of the City of Dallas environmental program in compliance with federal, state, and local laws. Sets strategic goals, develops policies and procedures, and evaluates program performance. Leads public engagement, manages partnerships, and communicates environmental initiatives through presentations and outreach. The Lead Environmental Coordinator oversees and ensures compliance of the City of Dallas with environmental regulations; leads the city’s environmental programs and procedures to prevent environmental pollution and minimize environmental risks. Performs senior level environmental compliance work, leads departmental initiatives, and occasionally steps in as a supervisor.

Requirements

Expert knowledge of Stormwater, Zero Waste, Sustainability Conservation Concepts, and Environmental Management Systems.
Thorough knowledge of Federal and State rules, regulations, and standards including ISO 14001.
Knowledge of organic chemistry, related air and water quality, and climate impacts.
Ability to present to public, skill in public outreach, coordination, and interaction.
Advanced knowledge of content development and establishing strong website and social media presence.
Advanced skill in project management, permitting specifications, and project schedules.
Ability to develop strategic plans and oversee implementation of initiatives.
Excellent skill in MS Office products and proficiency in database management.
Ability to interact with TCEQ, city leadership, consultants, and contractors, establishing rapport with all levels of management, vendors, agencies, employees, and the general public.
Ability to guide and oversee environmental management standards for various industries.
Advanced skill in communicating effectively both verbally and in writing via a variety of media, including social media and print.
Establishing and maintaining effective working relationships.
Six (6) years of experience in coordinating with state and federal environmental agencies or working on pollution prevention/environmental programs addressing potential environmental liabilities in a large municipality or a similar field in a geographically diverse area.
Valid driver's license with good driving record.
For Water Quality division, a Class B Water Operator license from Texas Commission of Environmental Quality (TCEQ) is required.
Registered Environmental Manager (REM) certification is required.
HAZWOPER certifications is required for all spill response divisions.
For Stormwater Neighborhood, Certified Environmental Storm Water Compliance Professional (CESCP) certification is required.
For Water Reservoir, Stormwater Neighborhood, and Water Quality divisions, a Boater Certificate is required.
For Water Material Services division, Registered Environmental Manager certification and OSHA 30-hour Safety Certificate are required.
Bachelor's degree in architectural, engineering, geoscience, environmental or natural science field.
Must pass background investigation.
No Felony convictions.
Cannot currently be on deferred adjudication for any Felony, Class A or Class B Misdemeanor.

Responsibilities

Leads extensive auditing and evaluation of air, water, or soil pollutants or other environmental risks for the city and its departments; evaluates and provides professional environmental expertise on pollutants, such as emissions of ozone precursors, particulate emissions, greenhouse gas emissions, water or soil quality indicators, including contaminants, and remediation program management; develops and manages programs to track these pollutants and to reduce them where feasible.
Provides expert guidance on air and water quality compliance and serves as the subject matter expert for internal regulatory audits.
Analyzes environmental data trends (air, water, soil) to improve citywide environmental quality and represents the City of Dallas in discussions with external agencies on related issues.
Leads EMS internal audits and monitors compliance with mandates on yard waste, litter, chemicals, pet waste, pollution, and discharges.
Tracks air, water, and climate-related compliance across city operations.
Develops strategic planning initiatives and ensures implementation to achieve objectives of the departmental goals, ensures regulatory compliance; provides outstanding customer service, makes public appearances to continuously raise awareness on city initiatives and programs.
Oversees website and social media content, communications programs; presents and updates presentation decks for internal audience and external agencies.
Determines areas of improvement, analyzes and implements recommendations for operational change or sustainability programs/initiatives; monitors program success through data; determines trends through reports and analysis.
Oversees regulatory testing schedules, manages compliance databases, and prepares reports for state submission.
Leads environmental training programs to meet EMS ISO 14001 standards, including regulatory and stewardship training.
Develops action plans on new or modified regulations.
Serves as primary contact/liaison for the department on environmental inquiries, including for OEQS and TCEQ; prepares and submits required reports; oversees responses to audit findings and completes corrective actions.
Oversees implementation of continuous improvement projects as part of the city’s EMS.
Leads and oversees the work of others including planning, assigning, evaluating, and prioritizing tasks and projects.
