About The Position

The Lead Dispatcher provides direction and technical support, monitors overall dispatch activity, ensures proper procedures are followed, ensures compliance with procedures, handles training of new staff and may act on behalf of a supervisor. Responsible for critical incidents and receive, process, coordinate, and disseminate emergency and non-emergency incidents and related information from multiple sources statewide in support of the Enforcement and Compliance, OIG, Attorney General's Office, Arizona Department of State Parks and Recreation Department of Insurance and Department of Gaming, using a multi-line telephone system, two-way radio, statewide port of entry cameras and a Computer Aided Dispatch (CAD) System as part of an interfaced operation program. The Operational Communication Center is a 24/7 operation. Dispatchers are subject to shift work and must be able to work nights, weekends and holidays.

Requirements

  • Knowledge of Department policies and procedures.
  • Knowledge of Federal, State, and department rules and regulations.
  • Knowledge of Policies, and procedures governing security and privacy of record information.
  • Knowledge of Customer service procedures and techniques.
  • Knowledge of Report writing using the Computer Aided Dispatch System (CAD) software, telephone etiquette.
  • Knowledge of Radio transmission procedures to produce effective communication between two parties.
  • Knowledge of Federal Communication Commission (FCC), City, Department, and other applicable rules and regulations.
  • Knowledge of City streets and surrounding areas, including geographical layout of operating Districts.
  • Knowledge of ACJIS related statutes and regulations around system misuse and dissemination of records.
  • Skills in Operate multiple computer systems, including specialized dispatch communications equipment required to carry out job assignments.
  • Skills in Operate standard office equipment including a personal computer and related software and demonstrate proficiency to prepare e-mail and time sheets.
  • Skills in Google Workspace.
  • Ability to Obtain Department of Public Safety TOC Level A certification within a week of hire.
  • Ability to Follow oral and written instructions.
  • Ability to Remain calm and make logical decisions when in high stress situations.
  • Ability to Complete work accurately, maintain composure and respond to calls in an often stressful environment.
  • Ability to Operate radio transmitting equipment in a fast and efficient manner, under stress.
  • Ability to Follow departmental guidelines and procedures relating to response to emergency situations.
  • Ability to Exercise good judgment in the handling and prioritizing of calls within the department.
  • Ability to Effectively communicate and make decisions related to dispatching emergency vehicles under stressful work conditions.
  • Ability to Listen and retain information
  • A valid driver's license appropriate to the assignment is required at the time of appointment.
  • Obtain and maintain the Terminal Operator Certification Level A by the Department of Public Safety within 1 week of hire or promotion date.
  • 2 years experience in a high volume data entry and customer service environment.
  • Background check is required.

Responsibilities

  • Dispatches, evaluates, and prioritizes requests for emergency and non-emergency service statewide incidents utilizing a multi-line phone system, two-way radios and a Computer Aided Dispatch (CAD) system.
  • Operates as an Assistant System Security Officer (ASSO) for ADOT Enforcement and Compliance (ECD) acting as a liaison for Arizona Criminal Justice Information System (ACJIS) related information and compliance.
  • Manage ACJIS certifications and access lifecycle for new, separating, and expiring personnel in compliance with FBI and AZDPS regulations.
  • Ready documentation for ACJIS audits.
  • Research, encrypt, and fulfill public and criminal justice records requests.
  • Redact ACJIS related returns from documentation before release.
  • Manage ADOT ECD record retention.
  • DPS Disposition updates and audit Opcomm stats.
  • Manage Vesta phone system by updating contacts, transfer phones during incidents, report technical and equipment issues, request access for new staff, and create statistical profiles.
  • Research and compile unit and call reports for OpComm and contracted agencies using CAD, messaging, and criminal history data.
  • Update and report ADOT ECD arrest dispositions via the AZDPS portal.
  • Interviews and documents all statewide callers to determine the nature of the call, location of the incident, other related information and the need for dispatching of assistance using a multi-line telephone system according to established rules and procedures.
