About The Position

The Virginia Department of Transportation (VDOT), in partnership with the Virginia Information Technology Agency (VITA), is seeking an experienced Lead Business Analyst to provide strategic leadership, mentorship, and advanced analytical support. This role is ideal for a seasoned professional who excels in stakeholder engagement, team development, and driving high-quality business analysis practices across complex enterprise environments. The Lead Business Analyst is a strategic, people-focused role responsible for improving the quality, consistency, and impact of Business Analysis across the organization. This position combines mentorship, facilitation, and strong analytical leadership to strengthen requirements, improve delivery outcomes, and support alignment between business and technology teams. This role serves as a servant leader for a team of 8–10 Business Analysts, focusing on removing obstacles, coaching professional growth, and promoting best practices. The Lead Business Analyst collaborates closely with business units, IT teams, and leadership to ensure clarity, alignment, and successful project delivery across enterprise-level initiatives.

Requirements

  • Bachelor’s degree in Business, Information Technology, or a related field
  • 10+ years of expert-level experience in business analysis functions (requirements, stakeholder management, testing, etc.)
  • 7+ years of leadership and mentoring experience guiding Business Analysts
  • 7+ years of experience in communication, stakeholder management, and team support
  • Strong written and verbal communication skills
  • Proven expertise in elicitation techniques, requirements documentation, and process modeling
  • Experience with Agile methodologies (Scrum, Kanban)
  • Strong facilitation and stakeholder engagement skills
  • Experience with enterprise-level or multi-module systems
  • Proficiency with BA and ALM tools such as Jira or Azure DevOps
  • Must be physically located in the United States for the duration of the assignment
  • Must be able to work onsite in Richmond, VA without relocation
  • Must be available for an in-person interview

Nice To Haves

  • Experience developing or contributing to Business Analysis standards or a Center of Excellence
  • Background in data governance, data integration, or data quality
  • Familiarity with testing methodologies and automated testing tools
  • Strong analytical and problem-solving capabilities with data-driven insights
  • Experience with Microsoft Office and process modeling tools

Responsibilities

  • Establish and enforce consistent business analysis methodologies, templates, and documentation standards
  • Develop and validate high-quality deliverables including BRDs, RTMs, user stories, acceptance criteria, process flows, and data requirements
  • Ensure requirements align with business objectives and technical feasibility
  • Provide constructive feedback to improve deliverable quality and reduce rework
  • Support testing strategies covering functional, non-functional, and data-related requirements
  • Lead and mentor a team of 8–10 Business Analysts, fostering professional growth and performance
  • Build collaborative relationships across business units, IT teams, and vendor partners
  • Facilitate workshops, discovery sessions, and cross-functional meetings to drive alignment
  • Support change management through clear communication and stakeholder engagement
  • Partner with leadership to prioritize initiatives, manage risks, and maintain project momentum
  • Translate complex business needs into clear, structured, and actionable requirements
  • Communicate effectively with executives, technical teams, and end users
  • Present findings, recommendations, and updates to senior leadership
  • Produce well-organized documentation to support planning and solution design
  • Identify opportunities to enhance BA processes, tools, and team capabilities
  • Drive improvements that increase efficiency, consistency, and quality
  • Remove roadblocks and proactively address risks impacting delivery
  • Model accountability, transparency, and high-performance standards

Benefits

  • Compensation This is a 1099 Contract role.
  • Hourly Rate: $50.00 – $70.00 per hour

  • End Date: June 30, 2026
  • Work Arrangement: On-site, up to five days per week based on business needs
  • Schedule: Standard business hours; additional hours may be required based on project demands
  • 100% on-site role
  • Candidates must be local to Richmond, VA and able to commute daily
