About The Position

The Land Representative, under the direction of the Manager of Land, provides Boardwalk Pipelines LP with a level of land expertise that requires knowledge of land-related techniques, procedures and practices. The position carries the following duties: Work closely with the measurement specialist to maintain consistency across all storage fields as it relates to free gas (Point of Demarcation, Pressure Regulation, OPP, Odorant, signage, etc.) Work closely with Operations and Legal to monitor usage - help identify and eliminate illegal usage Update property owners/users list on an ongoing basis Assist field employees in understanding usage limits (restrictions, exceptions, requirements, etc.) so they can assist in identifying illegal use Work with Operations and Legal on agreement conflicts Work with property owners to ensure they obtained necessary ROW agreements and permits for the consumer owned lines that cross adjacent properties or public roads Work with field employees to ensure they understand the company's responsibilities related to the safe operation of our free gas taps and how leaks and repairs on consumer owned lines are managed in order to achieve consistency across the system as to what's required (must understand clearly what landowner obligations are) Assist consumers to help them understand their responsibilities related to the safe operation of their assets including leak repair and return to service requirements Manage the installation of EFVs on all free gas taps, coordinating with the free gas consumer and acting as liaison b/w Engineering, Operations and Landowners Work closely with all state, county and local fire departments, law enforcement and other authorities to help them understand the free gas systems in each area Maintain good relationships with all landowners and tenants. Identify opportunities to eliminate or minimize the company's exposure to these assets Monitor and pay all storage lease rentals This position is also accountable for the negotiation, acquisition, interpretation and enforcement of the company's land rights and strives to maintain the integrity of these rights. This position may act as a mentor to less experienced land personnel and assists the Manager of Land in land-related matters. This position further provides technical expertise, advice and solutions to a wide variety of land matters for internal departments such as Operations, Legal, Regulatory, Business Development, Pipeline Safety, Engineering, and Construction and to outside customers such as oil and gas producers, developers and contractors. Supports ongoing Operations and MCAP projects by obtaining land rights and settling damages and assisting the project team as necessary to ensure the success of the projects.

Requirements

  • 3-5 years of related land experience
  • Experience in FERC process and projects as they relate to land
  • General knowledge of pipeline operations, underground storage fields, measurement, corrosion and safety
  • Knowledge of FCR, part 192
  • Experience in the acquisition of pipeline right of way and related agreements, leases and permits
  • Well versed and knowledgeable of all applicable state land laws
  • Knowledgeable of pipeline construction and real estate transactions (buying, selling, managing) and permitting experience
  • Must be knowledgeable of appraisal, engineering drawings, surveying, title research, drafting and platting of legal descriptions
  • Excellent negotiation and communication skills
  • Project organization and time management skills
  • Self-motivated and able to work with minimum supervision
  • Ability to prepare and interpret land documents
  • Team player
  • Excellent interpersonal skills with internal and external stakeholders, good computer and math skills, and excellent mentoring skills
  • Strong computer skills in Outlook, Word, Excel, and virtual communication platforms
  • Valid Driver's License and clean driving record
  • Associate's degree

Nice To Haves

  • Abstractor, title clerk or paralegal experience a plus
  • Experience with condemnation deposition and testimony
  • Familiarity with Land database systems
  • Familiarity with acquisition and divestiture Due Diligence process
  • Bachelor of Science
