About The Position

Performs utility (water; wastewater; reclaimed water), roadway, pavement, culvert, drainage system, and related site development construction inspections to ensure compliance with the approved construction plans, specifications, and related permits. Must have the physical, developmental, and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below. MAJOR FUNCTION Performs utility (water; wastewater; reclaimed water), roadway, pavement, culvert, drainage system, and related site development construction inspections to ensure compliance with the approved construction plans, specifications, and related permits.

Requirements

  • Familiarity with the FDOT Standard Specifications for Road and Bridge Construction, the Polk County Land Development Code, the Polk County Utilities Code, Maintenance of Traffic and safety in work zones.
  • Knowledge of principles, practices, techniques and instruments used in testing of materials and utility systems.
  • Ability to establish and maintain positive working relationships with coworkers, consultants, engineers, developers, contractors, agency officials, and the public.
  • Ability to perform basic mathematical calculations, both manually and using computing devices.
  • Ability to make construction estimates, read and interpret civil engineering plans, specifications, maps, and surveys.
  • Ability to plan, organize, and coordinate work of assigned personnel.
  • Ability to work in all weather conditions.
  • Ability to walk, bend, stoop, sit, stand, crouch, and kneel.
  • Ability to lift, push, pull, materials and/or equipment that may weigh up to seventy-five (75) pounds.
  • Ability to operate motorized vehicles for long periods of time.
  • Ability to distinguish colors and shapes.
  • Land Development Inspector I – Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of two (2) years of roadway/highway, water/wastewater or site development project construction or inspection experience. Two (2) certifications, as identified on the Certifications List below under Special Requirements may substitute for (1) year of required field experience. Must possess a valid driver’s license and be able to secure a Florida driver’s license at the time of employment.
  • Land Development Inspector II - Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of four (4) years of roadway/highway, water/wastewater or site development project construction or inspection experience. Two (2) certifications, as identified on the Certifications List below under Special Requirements may substitute for (1) year of required field experience. They must be different than those used to meet and acquire Inspector I qualifications, if applicable. Must possess a valid driver’s license and be able to secure a Florida driver’s license at the time of employment.
  • Land Development Inspector III - Graduate of an accredited high school or possess an acceptable equivalency diploma and have a minimum of six (6) years of roadway/highway, water/wastewater or site development project construction or inspection experience on projects of significant size or complexity. Must possess a valid driver’s license and be able to secure a Florida driver’s license at the time of employment.

Responsibilities

  • Interprets design plans and specifications.
  • Observes construction activity and inspects workmanship, materials, and techniques to ensure compliance.
  • Inspection of installation of underground utility lines
  • Backfill and compaction; Soil density testing
  • Inspection of storm sewer and surface water management facilities
  • Site grading, soil stabilization/erosion prevention
  • Proper pavement construction including depths, materials, installation, mix and temperature testing for asphalt pavements
  • Verifies material quantities and product types
  • Inspection of lift station, water plant, and wastewater plant construction
  • Installation of signage and traffic control devices
  • Makes record of project progress
  • Interacts with contractors, consultants, and other related parties.
  • Identifies project issues and coordinates with Supervisor regarding resolutions.
  • Checks and verifies contractor’s pay requests, as applicable.
  • Makes recommendations to Supervisor regarding final release of projects at completion of construction.
  • Performs related duties as required.
