About The Position

We are seeking an experienced Labor & Payroll Manager with a strong background in payroll and tax system integration to lead and optimize our multi-state/mult-national payroll. This role is responsible for managing labor tracking and interface with payroll, ensuring compliance with federal and state regulations, and supporting tax registration and reporting across 30+ states and 3+ countries. The ideal candidate is highly organized, detail-oriented, and proficient in platforms such as TriNet (PEO) and ADP, with hands-on experience in multi-state and multi-country payroll operations, including tax registration and compliance. This role is critical to ensuring seamless payroll execution, regulatory adherence, and a consistently positive employee experience across diverse jurisdictions.

Requirements

  • Minimum of 5-7 years of experience in payroll, benefits, and/or leave of absence administration.
  • Strong knowledge of federal, state, local and provincial laws and regulations related to payroll.
  • Analytical and Calculation Skills: Ability to manage audits, track compliance deadlines, and resolve payroll/benefits discrepancies utilizing strong analytical and calculation skills.
  • Proven ability to manage multi-jurisdictional payroll cycles, ensuring accuracy, timeliness, and compliance with local labor and tax laws.
  • Communication & Collaboration: Strong ability to liaise and effectively communicate with employees, people team, legal staff, vendors and internal stakeholders.
  • Ability to work independently and as part of a team.
  • Experience with process improvement and project management.

Nice To Haves

  • Mexico: IMSS, INFONAVIT, ISR, and other statutory contributions, CFDI payroll receipts, and compliance with Mexican labor law a plus.
  • Knowledge of DCAA compliance, labor distribution, and federal contracting standards.
  • Familiarity with Jamis Prime and/or Sage Intacct is a plus.
  • Fluency in Spanish is preferred; Brazilian Portuguese is a strong asset.
  • CPP Certification is a bonus.
  • Occasional, pre-scheduled travel may be required once or twice per year.

Responsibilities

  • Manage multi-country payroll operations (U.S., Canada, Mexico, Brazil), ensuring accuracy, timeliness, and compliance.
  • Oversee payroll processing, including time tracking, labor distribution, and system integrations.
  • Ensure compliance with federal, state, and local payroll regulations, including tax filings and reporting requirements.
  • Maintain and audit employee payroll data, earnings, deductions, and tax configurations.
  • Perform payroll reconciliations, audits, and support internal/external audit processes.
  • Manage month-end, quarter-end, and year-end payroll activities, including tax filings and reporting.
  • Partner with Finance on general ledger alignment, accruals, and financial close processes.
  • Collaborate with HR and Benefits to ensure accurate processing of benefits, bonuses, commissions, and leave.
  • Respond to payroll tax notices and resolve discrepancies with proper documentation.
  • Continuously improve payroll and timekeeping processes through automation and best practices.
  • Support contractor (1099) setup, employee onboarding, and classification accuracy.
  • Maintain compliance with DCAA and other regulatory requirements where applicable.
  • Ensure confidentiality and secure handling of payroll and employee data.
  • Lead the integration of payroll systems with a strong focus on automated tax compliance, ensuring accurate configuration of federal, state, and local tax jurisdictions.
  • Collaborate with HRIS, IT, and payroll vendors to implement real-time tax calculations, including multi-state withholding, unemployment insurance, and local tax codes.
  • Ensure proper setup of tax location mapping, employee work and residence tax profiles, and reciprocal agreements within the payroll system.
  • Monitor and maintain system updates related to tax rate changes, wage base limits, and legislative updates, ensuring timely implementation.
  • Support integration of third-party tax filing services, ensuring seamless data exchange and reconciliation between systems.
