Join a dedicated, tight-knit team that creates an immediate and meaningful impact every day Leidos QTC Health Services is seeking a Lab Director to oversee enterprise laboratory operations, including multiple laboratory sites and contracted laboratory entities, ensuring regulatory compliance, quality assurance, and operational excellence. The Lab Director will report to the Vice President of Clinical Excellence. In this Lab Director role, you will be an integral member of the Clinical Excellence Team, responsible for driving quality improvement initiatives across the enterprise, including lab services. The Lab Director leads the strategic implementation of evidence-based practices, lab standardization, and quality improvement initiatives to ensure high-standard, consistent, and safe patient care across a health system. This senior role drives clinical performance via data analytics, policy development, regulatory compliance, financial stewardship, safety oversight and staff training to improve patient outcomes and operational efficiency. This role will serve as the primary laboratory subject matter expert both internally and for customer-facing and regulatory activities.

Requirements

Certified as a laboratory director in forensic or clinic laboratory toxicology in the continental U.S. where the Contractor’s designated laboratory is located. The Contractor shall provide evidence of certification or licensure as a laboratory director with proposal and at six (6) month intervals thereafter
Ph.D. in one of the natural sciences as defined in HHS Guidelines
Experience in forensic toxicology with emphasis on the collection and analysis of biological specimens for drugs of abuse
Experience in forensic applications of analytical toxicology (e.g. publications, court testimony, conducting research on the toxicology of drugs of abuse) or qualify as an expert witness in forensic toxicology
Minimum of five (5) years of experience providing day-to-day management of a clinical laboratory
Minimum of three (3) years providing day-to-day management of an HHS-certified laboratory within the last three (3) years of this requirement

Responsibilities

Responsible for the overall operation and administration of laboratory services for the enterprise to include organic services and contractor entity oversight
Ensure all lab practices and lab-related processes meet federal, state, and accreditation standards (e.g., CLIA, CAP)
Audit organizational compliance with clinical practice guidelines, healthcare regulations and safety standards
Clinical Strategy & Standardization: Collaborate with VP of Clinical Excellence to execute the Clinical Excellence strategy and roadmap in support of LQTC’s goals as it pertains to laboratory services
Develop/revise, implement, and monitor evidence-based clinical policies, protocols, and clinical workflows to ensure consistent, high-quality care across all locations.
Drive improvements to clinical and operational models that support anticipated growth for managed health services
Collaborate with program operational leads to ensure compliance with LQTC lab practice guidelines and application of improvement measures
Quality Improvement & Performance: Ensure that the test methodologies selected have the capability of providing the quality of results required for patient care; verification procedures used are adequate to determine the accuracy, precision and other pertinent performance characteristics of the method; and laboratory personnel are performing the test methods as required for accurate and reliable results
Ensure that the quality control and quality assurance programs are established and maintained to ensure the quality of laboratory services provided and to identify failures in quality as they occur
Ensure that all necessary remedial actions are taken and documented whenever significant deviations from the laboratory’s established performance specifications are identified and that patient test results are reported only when the system is functioning properly
Ensure that reports of test results include pertinent information required for interpretation
Technical Guidance: Interpret results and provide consultation to physicians or researchers
Enforce safety protocols for handling hazardous materials
Analyze clinical data (e.g., provider scorecards, outcomes metrics) to identify trends, enhance performance, and ensure efficiency.
Perform root cause analysis, gap assessments, business process design, and implement recommendations to resolve issues
Mobilize resources effectively to drive quality and performance improvements
Create business cases to support the ROI and value of clinical quality initiatives
Collaborate with operations leads and Leidos QTC Health Services leadership to estimate work effort, cost, and resources needed to implement clinical process improvements, purchase/maintain lab equipment and supplies, and support program go-live plans
Collaborate with Operational Leads to ensure compliance with LQTC lab practice guidelines and application of improvement measures
People Development and Change Management: Support a culture of ongoing assessment and continuous improvement that promotes an exceptional experience for our customers and our people
Identify and coordinate with subject matter experts as needed
Develop tools and measures to effectively manage and communicate change to impacted teams and resources (e.g., providers, ancillary staff and customers)
Business Development and Customer Engagement Serve as the laboratory consultant and subject matter expert for customer-facing activities
Participate in proposal development and readiness reviews/assessments
Engage with customers to address issues, drive improvements, and instill confidence in LQTC’s ability and qualifications to execute programs
Present briefings, report findings, and share progress in implementation plans to both internal leadership and to customers
