About The Position

Colorado Network Staffing, Inc. (CNS) is seeking a Junior Programmer to support an upcoming long-term federal contract at the United States Air Force Academy (USAFA) in Colorado Springs, CO. This full-time, onsite role will directly support the installation’s facility programming and planning functions as part of a multidisciplinary team delivering engineering, design, and asset management services. This is an exciting opportunity to contribute to high-impact infrastructure projects while collaborating with military and civilian stakeholders at one of the premier military academies in the nation.

Requirements

  • U.S. Citizenship required (must be naturalized if foreign-born).
  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.
  • Minimum of 3 years of experience in the Architecture, Engineering, or Construction (AEC) industry.
  • Strong written and verbal communication skills.
  • Demonstrated ability to interact effectively with stakeholders.
  • Must be able to pass a federal background check.
  • Proficiency with Microsoft Office Suite.
  • Must possess and maintain a valid U.S. driver’s license with a satisfactory driving record.

Nice To Haves

  • Knowledge of Air Force Civil Engineering programming procedures and documentation.
  • Familiarity with Unified Facilities Criteria (UFC), DAFMAN 32-1084.
  • Completion of Air Force Institute of Technology (AFIT) courses such as WMGT 331, 417, 423, WENG 400, or WENG 500.
  • Experience supporting federal contracts and facility asset management plans.
  • Certifications or training in federal programming or cost estimation tools preferred.

Responsibilities

  • Support the Facility Asset Management Plan (AMP) and assist in coordinating project authorizations.
  • Assist in planning and programming of maintenance, repair, and construction projects using AFI 32-1032, AFI 32-1023, and related guidance.
  • Help define project scopes and identify mission-critical facility requirements.
  • Provide support in developing DD Form 1391s for Facility Sustainment, Restoration, Modernization (FSRM), and Military Construction (MILCON) projects.
  • Use government-provided software (similar to RS Means) to generate Rough Order of Magnitude (ROM) cost estimates.
  • Contribute to detailed deliverables such as space calculations, site plans, justification statements, and funding schedules.
  • Assist in development and updating of the Base Comprehensive Asset Management Plan (BCAMP).
  • Coordinate with Civil Engineering Operations and mission partners to support pre-acquisition documentation.
  • Help prepare project lists for various funding programs (MILCON, UMMC, ERCIP, etc.).
  • Perform other related duties as assigned in support of facility programming and asset management initiatives.
