The Project Control team plays a key role in helping INDUS successfully manage and deliver on our government contracts. They track contract performance, monitor costs against plans, and help project managers understand how work is progressing financially so we stay on track with budgets, revenue, and margins. The team works closely with program managers, finance, and contracts staff, while also interacting directly with government customers when needed. By analyzing data, asking the right questions, and solving problems as they arise, Project Control Analysts (PCA) help ensure our programs run smoothly and that INDUS meets both customer expectations and financial goals. Reporting to the Director of Finance, the Jr. Project Control Analyst provides direct support for contract financial and project management for government contracts. This role is responsible for tracking, analyzing, and reporting progress on contracts of varying size and complexity, capturing costs incurred and commitments, and comparing them against plans. The analyst develops Estimates to Complete (ETC) and Estimates at Completion (EAC), reconciles financial data, and prepares required financial deliverables for internal and external use. This position may be hired in any of the following INDUS locations: Charleston, SC Chesapeake, VA Honolulu, HI Keyport, WA Newport, RI Oxnard, CA (Pt. Hueneme) San Diego, CA

Requirements

  • The ability to obtain and maintain an active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university required. Relevant experience and course work may substitute in lieu of a degree.
  • At least one to three (1 - 3) years of experience providing project control and/or financial tracking/reporting in support of government contracts (relevant experience tracking and reporting on financials for Department of Navy contracts is highly desired).
  • Must possess strong analysis skills and general understanding of Estimate at Completion (EAC) development.
  • Must be able to reconcile and analyze financial data.
  • Possess strong verbal and written communications skills.
  • Must be a team player, multi-task, work well under pressure and able to meet monthly CDRL (Contract Data Requirement List) deadlines as required by contract.
  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office applications (to include MS Word, Excel, PowerPoint, etc.).
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Travel Required: ~25% travel required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Nice To Haves

  • An active secret clearance is desired.
  • More than three (3) years of experience providing project control and/or financial tracking/reporting in support of government contracts (relevant experience tracking and reporting on financials for Department of Navy contracts is highly desired).
  • Experience in generating cost performance reports on government contracts; familiarity with FAR & DFAR.
  • Knowledge of Forecasting, Cost Burdens, Labor Accounting, Tripwires, Contract Funding Obligation and De-Obligation, and Contract Closeouts is desired.
  • Experience with various contract types (CPFF, CPIF, T&M, and FFP), Billing invoice experience and understanding of unbilled data, Contract Administration and EVMS is desired.

Responsibilities

  • Track, analyze and report progress on contracts of varying size and complexity with limited supervision.
  • Capture costs incurred and commitments and comparing against plans.
  • Receive inputs from PMs and translate functional requirements for manpower, material, subcontractor, and travel costs to develop Estimates to Complete (ETC) and Estimates at Completion (EACs).
  • Collaborate with members of the Finance, Program Management and Contracts & Pricing teams.
  • Administer subcontract funding, prepare Monthly Program Review presentations, and produce financial deliverables as required for internal and external use.
  • Develop ROM's/Cost Estimates for task order pricing units.
  • Process 75% LOF (Limitation of Funds) notices and RAFs (Risk Authorization Form).
  • Distinguish direct and indirect efforts.
  • Maintain and track WBS (Work Breakdown Structure) efforts as required by contract.
  • Coordinate directly with the customers or COR (Contracting Officer Representative) on questions/concerns/issues.
  • Bid and proposal support if requested.
  • Other duties as assigned.
