The Javelin program is seeking an International Program Manager who will be responsible for interfacing with current and potential customers and leading the international sales and growth strategy. You will manage the program’s international sales plans and help formulate the 5-year selling campaign. You will be responsible for the new customer pursuits, management of current international customer communications, and the gathering of feedback on international customer demands in future capabilities. Additionally, you will be responsible for new international business capture strategy development and management of international contracts including ITAR compliance. During international contract management, you will create and manage international partnerships in the pursuit of indigenous work content and offset projects as required. You will ensure compliance with US Government laws, policies and regulations governing business with international customers. You will develop and implement country win strategies, industrial teaming strategies, and develop capture plans.

Requirements

  • Typically requires a University Degree and minimum 10 years prior relevant experience OR an Advanced degree in a related field and minimum 7 years experience
  • Prior experience as an IPT Lead or as a program/project manager
  • Experience developing and/or communicating a program strategy
  • Experience preparing cost proposals and/or gate packages
  • Capture Certified or experience with Capture activities
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required after day 1

Nice To Haves

  • Familiarity with FMS/DCS processes, ITAR, offset and FCPA.
  • Demonstrated ability to develop, communicate, and implement capture plans.
  • Knowledge of financial processes (Estimate at Completion)

Responsibilities

  • New business capture: lead in preparation of responses to requests for information, price and availability estimates
  • Management of foreign agents and consultants, establishing customer protocol, and maintaining customer satisfaction
  • Vigilant management of new business investment funds
  • Development and execution of pursuit plans and strategy, teaming strategies, business case, deal to win (technical, management and cost), customer engagements, and compliance with contract terms and financial goals
  • Formulating the 5-year international pursuit plan and how it inputs into the Javelin Long Range Plan
  • Develop Gate reviews (focused on early phases), ensuring alignment with growth strategy
  • Collaborate with the Land and Air Defense Systems (LADS) Product Lines and functional teams on proposal development and program execution
  • Work closely with the program area chief engineer on development of technical baselines in support of proposals
  • Expected to support domestic and international travel as needed
