About The Position

Performs highly advanced computer systems analysis work in support of TxDOT Information Technology Division's information technology systems. Oversees work involving analyzing user requirements, procedures, and problems to automate processing or to improve existing systems. Oversees technical support and advice involving the development, testing, implementation, and maintenance of projects/programs and/or systems. Reports to the I.T. Division's Service Integration & Governance Section Director. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

• Bachelor's Degree in Computer/Management Information Systems, Computer Science, or related discipline. Related experience and/or relevant technical training may be substituted for education on a year per year basis.
• 5 years of experience in systems analysis, application systems support, or related work experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.
• Valid driver's license. This position requires driving a state vehicle.
• Knowledge of IT/IS software and hardware development methodologies and standards
• Knowledge of Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
• Knowledge of Applicable computer software applications and hardware
• Expert skill in Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
• Expert skill in Maintaining effective working relationships with others
• Expert skill in Scheduling, testing, installing, and implementing computer programs/systems
• Expert skill in Troubleshooting computer systems
• Expert skill in Analyzing and organizing business and technical data
• Expert skill in Communicating technical information effectively
• Expert skill in Using and supporting of applicable computer systems
• Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals

Nice To Haves

• Experience with AI related technologies such as generative AI or machine learning AI
• Experience with AI chat assistants like Microsoft Copilot, ChatGPT, or Gemini
• Experience with AI agent building platforms such as Microsoft Copilot Studio
• Experience building and/or maintaining chatbots or large language models (LLMs)
• Experience creating applications in Python
• Experience with AWS or Azure cloud platforms
• Experience building AI proofs of concepts
• Experience leveraging and implementing AI technologies such as OCR, intelligent document processing, LLMs, and computer vision

Responsibilities

• Responds to incoming requests from business areas to design, build, maintain or repair reports and applications.
• Troubleshoots and analyzes technical problems associated with local applications.
• Writes and reviews technical specifications for programs and/or systems.
• Writes and updates computer and/or server application programs.
• Writes programs and/or queries for spreadsheet or database software to create reports and import/export data.
• Performs other job responsibilities as assigned.
• Serves as Technical Product owner for AI applications
• Educates stakeholders on how to best apply different AI technologies and explains how the AI will work
