Position Overview Altera is seeking a highly knowledgeable International Traffic in Arms Regulations (ITAR) Specialist to oversee and support all compliance activities related to the ITAR and other export‑control requirements. This role is critical in ensuring the company maintains full regulatory compliance in handling defense‑related products, technical data, and services. The ITAR Specialist will partner closely with Legal, Engineering, Supply Chain, Security, and Program Management to manage export licensing, maintain compliance documentation, support audits, and advise teams on regulatory obligations.

Requirements

  • U.S. Citizenship required under ITAR (22 CFR §120.62).
  • Bachelor’s Degree in Business, International Relations, Law, Engineering, or related field; equivalent experience considered.
  • 8+ years of experience working with ITAR, EAR, and export‑compliance programs in a technology, defense, semiconductor, aerospace, or related industry.
  • Strong understanding of U.S. export‑control laws, classification processes, encryption controls, and technical‑data handling.
  • Demonstrated experience with DECCS, SNAP‑R, or similar export‑licensing systems.
  • Excellent communication skills, with the ability to advise non‑experts and influence cross‑functional decision‑making.
  • Detail‑oriented with strong documentation and auditing skills.

Nice To Haves

  • Experience with semiconductor or programmable‑logic device (PLD/FPGA) technologies.
  • Prior work in a Defense Industrial Base (DIB) environment.
  • Compliance certifications such as C|ECP, EXIM, or similar.
  • Familiarity with cybersecurity controls related to ITAR‑restricted data.

Responsibilities

  • Manage and maintain Altera’s ITAR and Export Administration Regulations (EAR) compliance program.
  • Review, classify, and track technical data, products, and technology subject to U.S. export‑control laws.
  • Prepare, submit, and manage export licenses, Technical Assistance Agreements (TAAs), DSP‑forms, and related documentation.
  • Serve as a subject‑matter expert for internal teams regarding export‑control requirements.
  • Develop and deliver ITAR training for employees, including new‑hire compliance onboarding.
  • Monitor ongoing regulatory updates and ensure company policies remain aligned with federal requirements.
  • Conduct internal assessments, audits, and corrective‑action planning related to ITAR/EAR compliance.
  • Work with engineering and program teams to ensure controlled data is properly stored, shared, and protected.
  • Support customer and government inquiries related to export compliance.
  • Maintain accurate compliance records, reporting, and metrics for internal and external reviews.
