About The Position

The Oregon Department of Early Learning and Care is excited to announce a permanent opening for an IT System Coordinator (Information Support Specialist 5). Join our team and help to oversee the design, configuration, maintenance, and enhancement of the Oregon Early Learning Management System (ELMS), a statewide provider management platform supporting child care licensing, compliance, background checks, and subsidy payments. The role serves as a liaison between business users, vendors, and IT, documenting and improving business processes, coordinating system changes and testing, and supporting end-user training and adoption. This position provides technical consultation to ensure ELMS functionality aligns with state and federal requirements while supporting efficient, accurate service delivery. This position will work a hybrid schedule of working both in the office (Salem) and at an alternate location (home). In office work is expected several times a month for project and staff meetings. Requirements

  • Four (4) years of information systems experience in: business analysis, business process modeling, procedure documentation, and/or system configuration
  • An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND two (2) years of information systems experience in: business analysis, business process modeling, procedure documentation, and/or system configuration
  • A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above
  • valid driver license and acceptable driving record is required, unless the successful applicant can provide a satisfactory alternate mode of transportation

Nice To Haves

  • Expertise and demonstrated experience in business analysis, including business process modeling, procedure documentation, customer journey analysis, flowchart creation, etc.
  • Expertise and demonstrated experience in system configuration, including report building, table changes, and user access management.
  • Expertise and demonstrated experience in vendor and relationship management, including contract administration, procurement, Service Level Agreement (SLA) monitoring, etc.
  • Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical staff, and partner agencies.
  • Commitment to contributing to an inclusive workplace culture, including openness to feedback, continuous learning around equity and inclusion, and collaborative problem-solving.

Responsibilities

  • oversee the design, implementation, and maintenance of a customized provider management platform called Oregon Early Learning Management System (ELMS) for the Child Care Licensing Division (CCLD)
  • act as a liaison between the business unit end users and the ELMS technical support team
  • learning and documenting business processes, and for performing analysis to create efficiencies in processes
  • collaborate with agency training staff to create and facilitate end-user training for the use of this system
  • responsible for minor configurations within the system
  • perform analysis and make recommendations for requests for changes or enhancements to ELMS
  • manage the solution vendor and coordinate with the DELC IT Application Administrator when development or configuration changes require testing and validation
  • ELMS Product Owner and is responsible for recommending approval or rejection of releases or changes to IT Leadership, the ELMS Business Advisory Board, Change Control Board, and the DELC IT Change Advisory Board (CAB)
  • providing technical assistance and consultation to ensure adherence to all applicable state and federal rules
