About The Position

The N.C. Department of Information Technology (NCDIT) serves as the Technology Center for the State of NC. Services that NCDIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. NCDIT’s mission is to enable trusted business-driven solutions that meet the needs of North Carolinians. NCDIT provides technology services to state agencies and is charged with closing the digital divide by expanding availability of broadband services and promoting the adoption of affordable, high-speed internet. Salary Range: $105,341 - $184,345 The position is designated Statutory Exempt (EHRA) and is exempt from the State Human Resources Act This position may be eligible for hybrid remote work in accordance with state policy and the agency’s remote work program but does require weekly onsite work This is an anticipated vacancy. We currently have an opening for an IT Project Manager II This position has the responsibility for leading, planning, directing and administering medium to large-scale information technology programs/projects and ensuring they are successful from a schedule, budget, quality and deliverable perspective. Typical programs/projects involve agency wide/enterprise (i.e. cross-agency/state entities) endeavors with medium to large budgets, extensive visibility and significant political and monetary penalties for failure. The programs/projects managed are typically medium-high risk, medium-high complexity, enterprise, and program/project budgets greater than $1Mil. This position provides technical and business expertise to ensure projects are properly planned, appropriately monitored and managed, performed in accordance with statewide and NCDIT standards and practices, and are completed on-time, within budget, with the desired quality, and providing the expected technical capabilities and business benefits or results. The Project Management Office (PMO) provides statewide technology solutions for state and local governments in North Carolina. Presently, PMO is divided into one operational service domain with the following business focal areas: Project Management Services – provides customers with experienced, Project Management Professional (PMP) certified, IT project managers for leading agency IT projects. The PM service utilizes a consistent approach for IT project management that is based upon the methods, techniques and best practices defined by the Project Management Institute (PMI) for IT project management. IT Project managers have experience in the areas of business case analysis, business process re-engineering, application development, and infrastructure development/deployment. This service domain has a Director, Manager or Team Leader who is responsible for the day-to-day operations and supervision of staff members. The Project Manager reports to the Director of the Project Management Office who is responsible for the overall leadership and management of the PMO.

Requirements

  • Bachelor’s degree in Computer Science or a related IT field, Business Administration, Project Management, or closely related degree from an appropriately accredited institution and four years of experience in IT project management or technical project management related work; or an equivalent combination of education and experience.

  • Experience in project management methodologies (Waterfall, Agile, and/or Hybrid), IT standards (such as ITIL, ISO, and PMBOK), and tools (such as Microsoft Project, PowerPoint, Kanban Board, JIRA)
  • Demonstrated ability to work and communicate with a variety of project stakeholders including project sponsors, project team, technical subject matter experts, business subject matter experts, vendors
  • Project Management Professional (PMP) Certification
