About The Position

This is a position specific recruitment for the Maryland Department of Natural Resources, Information Technology Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year. GRADE 20 LOCATION OF POSITION Annapolis, Maryland (Anne Arundel County) Main Purpose of Job The main purpose of this position is to provide full performance and expert advice, guidance and direction in the area of Geographic Information Systems (GIS) for the Information Technology Service (ITS) of the Department of Natural Resources (DNR). This position will also plan, develop, maintain and enhance departmental GIS systems. This position receives general supervision from a DP Assistant Director while performing the full spectrum of application and database development with Geographic Information integration. This position supports the department goals of providing application and data support associated with land conservation and stewardship of DNR's real estate interests (e.g., state forests and parks, wildlife management areas, fish management areas, conservation easements). POSITION DUTIES The Department of Natural Resources, Information Technology Service, Tawes Building, Annapolis, MD, is currently accepting applications for an IT Programmer Analyst, Advanced. This position is a full performance position responsible for all phases of the software development life cycle (SDLC) including: analyzing, planning, designing, developing, testing, implementing, and maintaining custom developed software applications for the Department of Natural Resources. This position will take the lead on any Geographic Information Systems (GIS) development projects at the Department.

Requirements

  • Six years of experience, two years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools and an additional four years of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools.
  • Applicant must have professional experience developing, testing, implementing, and maintaining web and mobileapplications using Microsoft Visual Studio, C#, Python, Microsoft SQL Server, and Environmental Systems ResearchInstitute (ESRI) GIS Software.

Nice To Haves

  • Two (2) years of experience developing with Python, JavaScript, R, Visual Studio, C#.
  • Two (2) years of experience developing SQL databases, SQL queries, and stored procedures.
  • Two (2) years of experience with web development frameworks (Angular, React, etc.)
  • One (1) year of experience developing mobile applications.
  • One (1) year of experience with developing with artificial intelligence including API integrations using popular LLMs(Gemini, GPT series,, Claude, etc)
  • One (1) year of experience with developing AI Agents
  • One (1) year of experience working with AI/ML Frameworks &Libraries such as TensorFlow, PyTorch or ONNX
  • Two (2) years of experience leading meetings and working with a team.
  • Highly effective oral and written communications skills including the ability to develop clearly written, understandable and complete English project/user documentation.
  • Experience developing and delivering software under agile methodologies
