About The Position

CNS is seeking an experienced Lead Programmer to join our multidisciplinary team supporting the Civil Engineer Squadron at the United States Air Force Academy (USAFA) in Colorado Springs. The Lead Programmer will be a key member of our on-site team responsible for advanced-level project planning and programming. The role includes coordination and oversight of programming initiatives in accordance with the Unified Facilities Criteria (UFC), Air Force Manual DAFMAN 32-1084, and associated Air Force programming protocols. This is a mission-critical role in which your expertise will contribute to maintaining, restoring, and modernizing facilities that directly support future Air Force leaders. This position is scheduled to begin on March 1, 2026.

Requirements

  • Bachelor’s degree in engineering, architecture, construction management, or a related field.
  • Minimum of 10 years of progressive experience in the A/E/C industry.
  • 3+ years of programming experience with the Air Force Civil Engineering Squadron.
  • Strong command of the Unified Facilities Criteria and Air Force programming process.
  • Completion of relevant AFIT training courses (WMGT 331, 417 & 423, WENG 400 & 500).
  • U.S. Citizenship – U.S. Naturalized (foreign-born) required due to federal contract requirements.
  • Must be able to pass a governmental background check.

Responsibilities

  • Serve as the subject matter expert and team lead for programming efforts at USAFA.
  • Manage the Facility Asset Management Plan (AMP) and coordinate project authorizations.
  • Apply advanced knowledge of AFI 32-1032 and AFI 32-1023 for funding appropriations and facility programming.
  • Identify project requirements and define project scopes aligned with mission needs.
  • Lead preparation and processing of DD Form 1391 for FSRM and MILCON projects.
  • Develop rough order of magnitude (ROM) cost estimates using government-approved tools (e.g., RS Means).
  • Deliver comprehensive documentation: space calculations, site plans, justifications, coordination with HHQ tools.
  • Ensure alignment with threshold reporting, compliance standards, and funding timelines.
  • Oversee Base Comprehensive Asset Management Plan (BCAMP) development.
  • Secure documentation, approvals, and justifications for Congressional funding.
  • Collaborate with Civil Engineering Operations Flight and other mission partners.
  • Lead pre-acquisition efforts, generate and submit project lists (e.g., UMMC, ERCIP).
  • Mentor junior staff and provide technical direction.
  • Perform additional duties as assigned.
