About The Position

Executes structured change management initiatives, develops targeted internal and external communication plans, and coordinates enterprise training initiatives to promote effective adoption of technology solutions across Dallas County. Serves as a key liaison among IT divisions, business partners, and stakeholders. Ensures consistent messaging, helps facilitate organizational readiness, and assists in promoting user engagement throughout large-scale technology transformations and ongoing improvement initiatives

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Business Administration, Information Systems, Computer Science, or in a job-related field of study.
  • Three (3) years of work-related experience in communications, training, organizational change or a similar role within technology and/or government environments (city, county, or state).
  • Must possess a valid Texas Driver’s License and good driving record.
  • Will be required to provide a copy of 10-year driving history.
  • Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code.
  • “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”

  • Prosci Change Management Certification
  • Certified Change Management Professional (CCMP), or other recognized credentials in organizational change.
  • Project Management Professional (PMP)
  • PMI Agile Certified Practitioner (PMI-ACP)
  • Knowledge of Learning Management Systems (LMS), change management frameworks, and collaboration platforms such as Microsoft 365 and SharePoint are preferred but not required.

Responsibilities

  • Translates strategic objectives into actionable execution plans for change management, communications, and training initiatives.
  • Delivers high-quality, timely, and consistent execution of deliverables aligned with enterprise IT projects and transformation efforts.
  • Maintains clear project documentation, status tracking, and reporting mechanisms to ensure visibility and accountability.
  • Adheres to defined project timelines, scopes, and quality standards, proactively resolving issues and escalating barriers.
  • Implements repeatable execution frameworks, toolkits, and templates that improve operational efficiency and consistency.
  • Supports the delivery of training events, stakeholder communications, and change readiness activities with precision and professionalism.
  • Participates in early planning sessions for IT initiatives to identify change impacts, communication needs, and training requirements.
  • Develops integrated plans to address organizational readiness, communication timing, and learning strategies.
  • Partners with project managers, business analysts, and department leads to design communication and training solutions tailored to diverse stakeholder groups.
  • Conducts needs assessments, stakeholder analyses, and change impact assessments to guide planning and messaging.
  • Aligns all solutions with enterprise goals, user experience considerations, and accessibility standards.
  • Anticipates resistance and design proactive interventions to support successful adoption and engagement.
  • Applies quality assurance practices to all communications, training materials, and change management deliverables to ensure accuracy, consistency, and clarity.
  • Monitors performance metrics, adoption rates, and stakeholder feedback to evaluate the effectiveness of execution.
  • Facilitates post-initiative reviews and develop recommendations to improve future efforts.
  • Maintains version control and documentation standards to ensure compliance and audit-readiness.
  • Refines tools, templates, and methodologies based on evolving best practices and internal lessons learned.
  • Benchmarks departmental efforts against industry standards to promote innovation and quality uplift.
  • Collaborates with IT leadership, Human Resources, Legal, Communications, and other County departments to ensure alignment and consistency across change, communication, and training activities.
  • Serve as a liaison between technical teams and business units, translating complex information into accessible messaging.
  • Coordinates stakeholder engagement activities to build support for technology initiatives and transformation efforts.
  • Contributes to enterprise projects by providing expertise in change adoption, communications strategy, and end-user enablement.
  • Builds and maintains trusted relationships across departments, institutions, and vendors to support integrated planning and delivery.
  • Facilitates knowledge-sharing and best practices across IT and County agencies to encourage collaboration and collective problem-solving.
