The position is responsible for managing and developing employee skills to meet agency objectives, including creating individualized plans that align employee goals with their strengths, providing regular feedback, troubleshooting obstacles, and assisting in setting achievable timeframes. In addition, the role involves interviewing and evaluating job applicants, making final hiring decisions, determining appropriate salaries, and extending employment offers. The incumbent must possess a comprehensive understanding of software architecture design, providing informed guidance and overseeing the integration of network and development teams to deliver complete client solutions, while adhering to state architecture guidelines and participating in enterprise initiatives as needed. Project management duties include collaborating with the Department’s Project Manager to allocate resources and coordinate planning for large-scale installations or technology enhancements, evaluating budgetary needs, recommending priorities, and justifying requirements to upper management. The position also demands the ability to support shifting timelines, deliver presentations, resolve issues promptly, and monitor staff workflow. Technical leadership responsibilities include offering expertise in both technical and business matters to resolve application development and production issues, overseeing issue tracking to improve product quality, reviewing subordinate work for accuracy and efficiency, and demonstrating initiative in addressing unforeseen challenges related to projects. Additionally, this role is responsible for overseeing and managing the organization's Azure DevOps and GitHub environments, ensuring secure and efficient workflows, maintaining proper access controls, coordinating repository management, and supporting continuous integration and delivery processes to facilitate collaborative development and deployment activities across teams.
