SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services. The San Francisco Department of Public Health is highlighting vacancies in the Information Technology (IT) Division. The primary focus of the IT Director (0933 Manager V) positions is to provide strategic oversight of IT operations, ensuring the readiness, implementation, adoption, and long-term success of critical technology systems. These roles are integral to the leadership team and advance the department's mission through effective technology management and innovation. This recruitment may be used to fill leadership positions in areas such as electronic health records, business operations, digital experience, or IT project management.

Requirements

  • Education: Bachelor's degree from an accredited college or university; AND
  • Experience: Eight (8) years of verifiable professional experience in enterprise IT operations or IT portfolio and project management, of which three (3) years must include supervising IT professionals.

Nice To Haves

  • Possession of a Project Management Professional (PMP), PRINCE2, Epic, or similar job-related certification
  • Experience working in a healthcare organization
  • Experience with healthcare applications and systems such as Electronic Health Records
  • Experience managing a large (20+) team

Responsibilities

  • Directing a complex portfolio of IT projects and/or programs/service lines in various areas including electronic health records, portfolio and project management, IT service management, organizational change management, Microsoft cloud collaboration tools, etc.
  • Supervising and developing teams of information technology professionals in alignment with DPH's strategic goals; leads and mentors staff in support of their professional growth
  • Developing, implementing, and maintaining policies and procedures for their assigned area of responsibility; monitoring practices and controls to achieve consistent and reliable operations
  • Overseeing the forecasting, prioritization, allocation, and management of operational and project resources (i.e. budgets, staffing, etc.); continuously evaluating activities and adjusting allocations accordingly
  • Collaborating with line of business experts in defining departmental aspects of projects such as design, support, workflow, testing, resource management, etc.
  • Overseeing the collection and evaluation of end-user feedback to ensure effectiveness of IT solutions; addressing issues using Lean problem-solving approach
  • Serving as an expert technical resource to staff; directing the research, analysis, and resolution of highly technical issues
  • Overseeing timely documentation of project/program activities and status reports
  • Effectively communicating program/project status and other updates to senior management, project teams, and customers
  • Maintaining positive working relationships with IT teams and line of business partners; demonstrating leadership in conflict resolution and negotiation of complex situations
  • Serving as a liaison for the department with a variety of other City/County staff, policy-making officials, and officials from outside agencies
  • Representing the IT division and coordinates its participation in various departmental/citywide programs in areas including workforce development, equity, etc.
  • The IT Directors (0933 Manager V) may perform other duties as assigned/required.
