It is not available as a contracted position. The Nebraska Department of Health and Human Services' Division of Operations is looking for an IT Business Systems Analyst to provide support of the MMIS (Medicaid Management Information System). This position will act as a liaison between business users and IT technical developers of this large system application, facilitating new and enhanced system development. Examples of Work Job duties, under general direction: Gather, define and document requirements. Facilitate discussions between business users, business analysts and technical analysts. Document organizational policies and procedures in the context of system requirements. Research systems and data issues in the Medicaid enterprise. Problem-solve and identify workable solutions with technical and business stakeholders. Develop workflows that demonstrate current and proposed business requirements. Prioritize an individual workload that involves multiple project assignments and deadlines. Create test cases, test scripts, data sets and user procedures. Execute test cases and perform general regression testing. Work with project teams to identify, track and manage issues and defects as they arise. Research and answer inquiries and bug reports. Provide user support, including training, help and instructions.

Requirements

  • Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
  • Regular and reliable attendance.
  • No remote or hybrid work.
  • This position is required to work on site in the Nebraska State Office Building in Lincoln NE.

Nice To Haves

  • Five (5) or more years’ experience (current within the last year) as an IT Business Systems Senior Analyst
  • Five (5) or more years’ experience working with business clients and technical staff to develop business requirements for computer application modifications.
  • Five (5) or more years’ experience working with healthcare claims data.
  • Five (5) or more years’ experience developing workflows that demonstrate current and proposed business and system requirements
  • Five (5) or more years’ experience creating, executing, and validating detailed system test cases to meet system requirements
  • Five (5) or more years’ experience writing detailed Business and System Requirements, Business Requirements Documents, Gap Analysis Documents, and Use Cases.
  • Proficient in speaking and writing English
  • Self-motivated, able to manage multiple assignments, and meet required deadlines
  • Experience with Medicaid Management Information Systems (MMIS) or other Medicaid enterprise systems
  • Experience working with managed care models, coordination of benefits, provider enrollment, T-MSIS reporting or claims data warehouses.
  • Experience with Standard X12 Healthcare Transactions and Code Sets.
  • Experience working with Medicaid rules and regulations.
  • Bachelor’s degree in computer science, Business Administration, or a related field of study.
