About The Position

Texas Health and Human Services (HHS) Health and Specialty Care Systems (HSCS) department seeks a highly qualified candidate to fill the position of Application Support Team Lead (Systems Analyst V) to support Electronic Health Records (EHR) applications. The analyst performs analytical, and systems administrations work for information systems and technologies to support the State Hospitals (SH’s) and State Supported Living Centers (SSLCs). The analyst will support multiple third-party applications (Oracle Cerner’s Millennium, Netsmart’s myAvatar, and IRIS_DSS, among others). The analyst is selected by, and accountable, to the Manager, Health & Specialty Care System Applications (HSCS). Work involves gathering and analyzing requirements, design and implementation, and on-going maintenance of existing systems and processes. The Analyst will work with other HSCS staff as well as other HHSC staff to develop and support information systems. The analyst may interact with staff from other agencies and outside entities as required to provide continued support, obtain required work products, or for consultation. This role will require advanced systems analysis skills to effectively plan, coordinate, and communicate on team projects and tasks, including documenting product requirements, assigning tasks, tracking work products, and researching issues and requests. This position requires technical application knowledge to be able to evaluate issues and guide solutions. This role will directly perform support activities on Cerner’s Millennium application using, PMOffice, PowerChart, PowerForms, mPages, scheduling, interfaces, and tools like, Bedrock, DA2 report, Discern Visual Developer, SI Tools, Olympus, Backend servers to name a few. Work outside of regular hours, including occasional afterhours and weekends, may be required. Requires to participate in an on-call service rotation among team members. The position works under minimal supervision with latitude to use initiative and independent judgment and performs other related work as assigned. Attends work regularly in accordance with agency leave policy. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts. Selected candidate must work onsite from an HHS office located in Austin, Texas designated by the hiring manager.

Requirements

  • Knowledge of relational databases and database development best practices.
  • Knowledge of data processing practices and theory.
  • Knowledge of group dynamics.
  • Knowledge of cloud delivery models: PaaS, SaaS, IaaS.
  • Knowledge of SDLC methodologies like Agile, Waterfall and DevOps.
  • Knowledge of EHR applications functionality.
  • Skill in researching and troubleshooting application system issues and solving complex problems.
  • Skill in writing and revising extract program code and automation.
  • Skill in report development and automation.
  • Skill in analysis, problem solving, data comprehension, reporting methodologies, math, and designing statistical reports and charts/graphs.
  • Skill in using server OS in Unix/Linux/AIX and Windows servers.
  • Skill in using software such as SQL, SQLPlus, PL/SQL, Excel, TOAD, Oracle, SQL Developer, Business Intelligence tools.
  • Ability to analyze, consolidate, and interpret complex data, procedures, and systems and write or revise program code as required.
  • Ability to analyze systems, procedures, and problems and develop solutions.

  • A minimum of eight (8) to ten (10) years of work experience as an analyst, or similar job function, is required.
  • Eight (8) to ten (10) years of experience using Microsoft office suites is required.

Nice To Haves

  • A bachelor’s degree or higher in a technology related field is preferred. May substitute direct work experience on a year-for-year basis in lieu of education.
  • A minimum of four (4) years of experience in using Electronic Health Record (HER) applications (Cerner Millennium, Netsmart’s myAvatar or similar) in a largescale private or public environment is preferred.
  • A minimum of six (6) years of experience using Unix, Linux, AIX Operating Systems (OS) or MS Windows Servers are preferred.
  • A minimum of six (6) years of work experience in report design, development and automation is preferred.
  • Three (3) or more years of experience using ITSM tools such as ServiceNow, Remedy on Demand or similar is preferred.
  • Three (3) or more years of experience with data engineering, including acquisition/ETL tools such as Informatica PowerCenter is preferred.
  • Three (3) or more years of experience acquiring data from multiple data sources/technologies for use in reporting or analytics, such as Snowflake, Oracle, SQL Server preferred.

Responsibilities

  • Extracts data from Cerner Millennium or myAvatar application databases using existing tools. 10%
  • Documents, designs, validates, and implements reporting methodologies for multiple areas of specialization using selected HHSC methodology and tools. 10%
  • Meeting HHSC SLA requirements in responding to client requirements with incident tickets and work orders. 10%
  • Maintaining communication with vendors and other entities to ensure work is progressing on assigned work orders and incident tickets. 10%
  • Performs quality assurance tasks to ensure accuracy of fixes provided to resolve issues.  10%
  • Documents processes and procedures for technical and non-technical users. 10%
  • Provides strong analytical and technical skills as a team-lead for the EHR applications.  5%
  • Provides technical expertise to aid in decision making and problem resolution. 5%
  • Providing timely and professional customer service from Tier 1 – 3 level of need with clients of varying computer skills and abilities. 5%
  • Participates in database design sessions for new initiatives and for enhancements to ensure requirements are met. 5%
  • Develops programming logic and report layout to ensure user requests are transformed into useful reports. 5%
  • Mentors and trains junior staff. 5%
  • Ensuring group expectations are met regarding timekeeping applications, weekly status reports and meetings. 5%
  • Performs other duties as assigned and required to maintain team operations. 5%
