About The Position

Nationwide IT Services is seeking an experienced IT Acquisition Subject Matter Expert (SME) to support the USDA RD Technology Office by providing end-to-end acquisition support across the full program lifecycle. This role ensures compliance with federal acquisition regulations and supports the planning, development, execution, and management of IT procurements. This is a remote position, contingent upon contract award.

Requirements

  • Minimum of 5 years of experience supporting federal acquisition compliance, documentation development, and acquisition strategy activities across the full acquisition lifecycle.
  • Demonstrated experience supporting federal IT acquisitions across the full lifecycle
  • Strong knowledge of federal acquisition regulations and contracting processes
  • Experience developing acquisition documentation and strategies
  • Ability to perform cost analysis and evaluate contract performance
  • Strong collaboration and communication skills.

Responsibilities

  • Provide expert guidance on federal acquisition and contracting regulations, policies, and procedures.
  • Support all phases of the acquisition lifecycle, from planning through post-award administration.
  • Develop and review acquisition documentation, including:
  • Requests for Information (RFIs)
  • Statements of Objectives (SOOs)
  • Performance Work Statements (PWS)
  • Cost estimates and evaluation criteria
  • Market research and analysis
  • Collaborate with stakeholders to define and refine IT requirements aligned with mission needs.
  • Assist in developing acquisition strategies, including:
  • Contract type selection
  • Market research
  • Small business considerations
  • Use of contract vehicles (e.g., GSA Schedules, IDIQs, BPAs)
  • Conduct cost, schedule, and cost-benefit analyses; validate financial and budgetary inputs.
  • Track and manage acquisition packages from initiation through award.
  • Support post-award contract administration, including performance monitoring and issue identification.
  • Assist with Quality Assurance (QA) activities, including surveillance planning and execution.
  • Provide acquisition-related training and promote best practices.
