About The Position

The Department of Adult Correction, Division of Community Supervision has an exciting opportunity for an Administrative Officer I, ISC Coordinator, in the North Carolina Interstate Compact office. The mission of Community Supervision is to protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders on probation, parole or post-release supervision. The primary goal of Community Supervision is to reach an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. The Interstate Compact for Adult Offender Supervision section provides statutory authority for regulating the movement of adult parole/probation/controlled release offenders across state boundaries. The North Carolina Interstate Compact Office, within Community Supervision Administration, is responsible for ensuring North Carolina is compliant with ICAOS rules/federal law. The office handles all aspects of the interstate process including requests for offender reporting instructions, transfer requests, investigations and responses, monitoring of out of state supervision, travel permission, offender progress reports, violation reports and responses, interstate warrants and extradition, and data collection. The office has daily contact with interstate offices in all 50 states as well as with the National Interstate Commission for Adult Offender Supervision, the regulatory body for all states. Position is responsible for representing the interests of North Carolina in the management of offenders requesting transfer to another state and those transferred into North Carolina under the Interstate Compact guidelines. Position works as part of a team responsible for representing the interests of North Carolina in the management of approximately 6,000 offenders requesting transfer to another state and those transferred into North Carolina under the Interstate Compact (ISC) guidelines. Position holder must have the ability to establish and maintain effective working relationships with judicial officials, law enforcement officers, community agencies, general public and co-workers. They must also have thorough knowledge and understanding of sentencing laws and their relative impact on Community Supervision sanctions. Critical thinking skills are essential in this role; position holder must be able to consider pros and cons before making decisions or rending judgments. Effective time management and organizational skills are needed in order to independently complete assignments per established deadlines and policy, follow up on all processes in the ICOTS system, and ensure that all requests are responded to per DCS Policy & ICAOS rules. This can be a stressful job; the incumbent must have the ability to maintain a calm and rational composure when dealing with difficult situations and individuals and focus on the task at hand. Effective listening skills and the ability to maintain a professional manner with impatient or aggressive callers are essential in this role. This position description is not all-inclusive, and supervisor may delegate and assign other duties to position as needed. This is a full-time position (40 hours per week) with State Benefits.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.
  • Ability to establish and maintain effective working relationships with judicial officials, law enforcement officers, community agencies, general public and co-workers.

Nice To Haves

  • At least one year of experience as a Probation/Parole Officer or Judicial Services Coordinator.
  • Thorough knowledge of determining appropriate offender levels, a working knowledge of the N.C. General Statutes, the Parole Commission, the section of Prisons, and the Interstate Compact for Adult Offender Supervision rules.
  • Extensive experience in positions requiring effective verbal communication is required.
  • Customer service experience
  • An Intermediate level of experience within the ICOTS system; specifically, most qualified candidates will have experience submitting and responding to requests within the ICOTS system, and making necessary corrections
