About The Position

Anoka County Attorney’s Office Investigations Division has two investigator classifications, an Investigator I position as well as an Investigator II position. The difference in the two positions include but are not limited to: years of general experience and specialized investigative knowledge (ex. Digital forensics, welfare fraud, law enforcement investigations, technological investigations, etc.). This posting is for an investigator II. This position will work within the Anoka County Attorney’s Office Investigation Division which handles a variety of assignments including the investigation of criminal cases, participation in civil cases on behalf of the County, as well as conducting internal investigations related to allegations of county employee misconduct. This position is also responsible for investigating and assisting in other matters as assigned and assuring that general policies and statutory responsibilities are followed. This position will act as liaison between investigators, law enforcement, the general public, and attorney staff. Other duties to be completed as assigned by the Investigations Division Manager This is a full-time, non-exempt, benefit-eligible position located at the Anoka County Government Center in downtown Anoka. After the successful completion of the initial 6 months probationary period, this position is eligible for flexible work arrangements, including a hybrid schedule with some days working remotely and some days working in the office. The work schedule is subject to change based on business needs and supervisor approval. Requirements

  • Bachelor’s degree and a minimum of five years of experience at the Investigator I level. In lieu of required education, an equivalent combination of law enforcement education and investigations experience may be substituted on a year-for-year basis
  • Completed background investigation, including a Bureau of Criminal Apprehension (BCA) background check and fingerprinting.
  • Consideration of references about your demeanor, ability to work as a team member, and skill set.
  • This is a non-sworn position that does not require candidates to possess a peace officers license or be eligible for a peace officers license.
  • Advanced knowledge of investigative techniques, procedures, rules of evidence, court procedures, and statutes which support investigative findings
  • In-depth criminal/civil investigations procedural knowledge sufficient to complete comprehensive investigations from start to finish
  • The ability to effectively manage a caseload of approximately 10-25 or more cases, utilizing time responsibly
  • Advanced knowledge of complex financial crimes investigations
  • Advanced knowledge of drafting search warrants, subpoenas, and service
  • Highly proficient in MS Office Suite (Outlook, Word, PowerPoint, Excel)
  • Ability to organize, sort, analyze data, banking records, and related evidentiary materials
  • Prior experience testifying in criminal/civil court proceedings
  • Investigative experience in one or more specialized fields (ex. digital forensics, insurance investigations, banking investigations, etc.)
  • Professional certification(s) in an investigative field or prior experience training investigators or law enforcement
  • The ability to effectively and timely manage a continual caseload and to work cases to resolution within established time periods
  • Advanced training and experience in interviewing and interrogation
  • Advanced knowledge in welfare fraud, childcare fraud, or other public assistance fraud case types
  • Advanced analytical and research skills
  • Experience analyzing technological records (ex. IP addresses, CDRs, Fintech records)

Nice To Haves

  • Familiarity with various MN State systems such as MAXIS, DVS, FASE, MyBCA, eCharging, etc.
  • Understanding of federal and state laws, regulations, and concepts and guidelines relating to criminal and civil law
  • Previous law enforcement investigative experience
  • Fraud investigations experience – specifically surrounding welfare assistance, medical assistance, or related types of public assistance
  • Investigative interviewing training and experience
  • Certifications in digital forensics

Responsibilities

  • Investigation of suspected public assistance fraud cases referred to Anoka County from the Minnesota Department of Human Services, Minnesota Department of Children, Youth and Families, or identified by Anoka County Economic Assistance
  • Investigation of suspected cases of financial exploitation of vulnerable adults referred from Anoka County Adult Protection and law enforcement agencies
  • Investigation of varying complex financial crimes referred by law enforcement agencies
  • Interviewing witnesses, suspects, and others with case knowledge, gathering evidence related to investigations, preserving evidence and the chain of custody to assure admissibility in court
  • Accurately drafting court documents as appropriate for completion of cases, i.e., investigative reports, administrative subpoenas, search warrants, and complaints
  • Investigation of civil matters to provide the basis for county action in fraud cases, tort defense, discrimination, sexual harassment, employee discipline, and other matters that may be appropriate
  • Work collaboratively with other county departments on the detection and investigation of fraud and, from time to time on comprehensive internal employment investigations
  • Work collaboratively with Elections and Voter Registration to investigate voting irregularities, violations, and voter fraud
  • Assist Anoka County departments in acquiring case-specific information utilizing a variety of open-source and law enforcement tools
  • Facilitate the service of subpoenas upon request from attorney staff
  • Work alongside county attorney and administrative staff, assisting in a variety of functions
  • Other duties as assigned by the Investigations Division Manager and the County Attorney
