About The Position

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. GRADE 18 This position offers a salary range of $75,475 - $106,636, with potential for advancement up to $117,737 based on qualifications, equity, and hiring guidelines. Initial salary offers are determined by qualifications, experience, and available budget, and typically do not exceed $106,636. LOCATION OF POSITION Office of the Attorney General Medicaid Fraud and Vulnerable Victims Unit 200 St. Paul Place Baltimore, MD 21202 Main Purpose of Job The OAG is seeking applicants for an Investigative Auditor position in the Medicaid Fraud and Vulnerable Victims Unit (MFVVU). The MFVVU is a dedicated team of 12 attorneys, 22 investigators, 6 auditors, and other administrative and support staff. The division is divided into ten multi-disciplinary teams who are responsible for (1) the investigation and prosecution of criminal cases involving Medicaid fraud by healthcare providers; (2) the investigation and civil enforcement actions under the Maryland False Health Claims Act; (3) prosecuting the abuse and neglect of vulnerable adults; and (4) prosecuting opioid diversion and over prescription. Investigators work with Assistant Attorneys General and staff of the MFVVU to conduct confidential criminal and civil investigations of fraud by Maryland health care providers.

Requirements

Graduation from an accredited high school or possession of a high school equivalency certificate.
Six years of administrative staff or professional work.
Demonstrated proficiency in computer applications, including Microsoft Access and Excel, word processing software, and a solid understanding of fundamental database concepts.
Exceptional written and verbal communication skills.

Nice To Haves

BS degree in Accounting, Finance, Criminal Justice, Public Health, or a related field.
Demonstrated experience conducting complex investigations involving White collar or healthcare fraud, including Medicaid or Medicare programs, with knowledge of regulatory frameworks and compliance requirements.
Strong understanding of fraud schemes such as billing fraud, kickbacks, opioid diversion, and patient abuse
Advanced analytical skills with experience in reviewing and interpreting large-scale healthcare claims data; proficiency in data analytics tools (e.g., SQL, Python, SAS, or similar platforms).
Experience preparing for and conducting interviews with witnesses, subjects, and stakeholders, including the ability to assess credibility and document findings.
Demonstrated ability to organize and analyze large, complex datasets for use in high-profile litigation, including qui tam cases under the False Claims Act.

Responsibilities

Conduct investigation-related audits involving suspected fraud by health care providers, allegations of patient abuse and neglect, misuse and diversion of opioids, billing for false or inflated services, kickbacks, obstruction of justice, theft, misappropriation by a fiduciary, and other violations of the Maryland Medicaid Program.
Identify and investigate complex fraud schemes, evaluating allegations of fraud and developing an investigative report
Analyze Medicaid claims data for patterns of fraud
Preparing for and conducting interviews with witnesses; developing evidence needed to evaluate and prove fraudulent
Organize and analyze large complex data sets for use in nationwide qui tam cases
Testify in grand jury and court proceedings
Examine financial records and tracking assets
Develop financial models to determine settlement positions
