About The Position

Cambrae Business Strategies, Inc., recognized for consistently providing excellent results for its federal government and private sector clients, is seeking a highly motivated and experienced Inventory & Compliance Specialist to join our team. This position supports our government client within the Office of the Deputy Assistant Secretary of War for Logistics (ODASW(Log)) Equipment Directorate, specifically within the Inventory & Compliance functional team. The successful candidate will serve as a Property Management professional providing direct support to senior defense leadership at the Mark Center, Alexandria, VA. Program Context ODASW(Log) is responsible for the Department’s logistics strategy and policy for supply, storage and distribution, property and equipment, transportation, and program support. The Equipment Directorate within ODASW(Log) is the Senior Accountable Official responsible for equipment management, property accountability governance, and financial audit remediation for general property and equipment assets across the Department’s Defense Agencies and Field Activities. This role is embedded within the Equipment Directorate and requires regular interaction with Defense Agency property officials, audit teams, senior ODASW(Log) leadership, and cross-functional stakeholders. The contractor operates within the ODASW(Log) governance structure and must maintain an active SECRET clearance throughout the period of performance.

Requirements

  • Active SECRET security clearance required at time of onboarding must be maintained throughout the period of performance.
  • Bachelor’s degree in Logistics Management, Supply Chain Management, Business Administration, or a related discipline is highly preferred.
  • At least 7–10 years of progressive, hands-on experience in DoW equipment management, property accountability, or logistics operations. At least 2 years must include direct support to APSR compliance, physical inventory management, or equipment management policy development at the ODASW, Service, or Defense Agency level.
  • Demonstrated proficiency with ELMS/DPAS, including APSR functionality.
  • Deep knowledge of DoW-specific regulations governing equipment accountability, FIAR, and financial management, including: DoDI 5000.64, DoW FMR Vol. 4, FIAR Guidance, and applicable OMB circulars.
  • Demonstrated knowledge of internal control design, assessment, and risk-based corrective action planning.
  • Demonstrated experience developing and delivering written analyses, briefings, and presentations for senior Government stakeholders (GS-15/SES equivalent).
  • Demonstrated experience supporting complex audit remediation or corrective action efforts, including root cause analysis, documentation support, CAP development, and cross-organizational coordination.
  • Proficiency with ADVANA analytics platform for NFR/CAP review and audit data analysis.
  • Strong analytical, verbal, and written communication skills; ability to translate complex audit findings into clear, actionable executive products.

Nice To Haves

  • DAWIA Certification in Life Cycle Logistics or Certified Professional Property Specialist (CPPS).
  • Experience with ELMS/DPAS APSR data validation, reconciliation, and audit assertion support (existence, completeness, accuracy, valuation).
  • Extensive knowledge of Government Furnished Property and Property in the Possession of Contractors regulatory provisions.
  • Extensive knowledge and experience with equipment management policy development and training development.

Responsibilities

  • Support the planning, execution, and reconciliation of physical inventory events for ODASW(Log)-managed property, ensuring inventory procedures comply with DoW Instruction 5000.64 requirements and FMR Volume 4 standards for existence and completeness testing.
  • Analyze inventory discrepancy trends across audit cycles and Defense Agencies to identify systemic issues in receipt processing, transfer recording, disposition documentation, physical security, or data entry accuracy that require corrective action.
  • Coordinate with Defense Agency property management offices on inventory scheduling, methodology standardization, results reporting, and corrective action implementation following reconciliation activities.
  • Support the development and implementation of Inventory by Exception (IbE) programs across Defense Agencies, including development of IbE implementation guides that improve existence and completeness inventory rates and reduce losses in compliance with PWS Section 5.1.5.
  • Identify agencies where IbE methodology will yield the greatest audit readiness improvement; document findings and develop recommendation packages for Government Action Officer review.
  • Monitor ELMS/DPAS data quality against APSR compliance requirements established in DoW Instruction 5000.64, including completeness of required data fields (acquisition cost, date placed in service, useful life, condition code, location, custodian), accuracy of property classifications, currency of accountability assignments, and validity of property valuations.
  • Identify APSR compliance gaps and develop remediation recommendations addressing system configuration changes, data cleansing activities, process improvements, or training needs, prioritized by audit risk and materiality.
  • Identify and validate governance compliance to Directors and stakeholders for all accountable records not in compliance with applicable regulations.
  • Attend and actively participate in weekly Equipment Directorate status briefings, providing updates on assigned task areas, escalating issues requiring senior attention, and documenting action items.
  • Develop and distribute meeting minutes for all Directorate meetings attended, capturing decisions, assignments, action items, and deadlines.
  • Prepare briefings, read-ahead materials, and executive-level presentations for senior DoW officials and stakeholders.
  • Support the comprehensive annual summation of all Notices of Findings and Recommendations (NFRs) and Corrective Action Plans (CAPs) related to equipment, compiling data from Defense Agencies and contributing to the executive summary document.
  • Develop equipment management metrics, dashboards, and performance indicators providing senior leadership with visibility into program health, compliance status, and improvement trends.
  • Support the development and distribution of the Equipment Directorate newsletter, drafting content covering property accountability updates, policy changes, metrics highlights, best practices, and lessons learned.
  • Coordinate with Defense Agency and Field Activity property accountability officers to ensure consistent application of DoW Instruction 5000.64 requirements, providing technical guidance and interpretation support as needed.
  • Use ADVANA analytics platform to review NFRs, CAPs, and dashboards, performing data analysis and research to support audit remediation, risk management, and accountability activities.
  • Comply with all PWS requirements including contractor identification in communications, core duty hours (0900–1500 EST, with start no earlier than 0630 and end no later than 1730), and onsite presence requirements.
