We have an exciting opportunity for an International Subcontract Manager who will be responsible for leading procurement activities associated with the Global Strategy and Supplier Development Team. In this individual contributor role, you will be responsible for the overall procurement activities supporting the Raytheon business unit. You will work very closely with external suppliers as well with internal customers and functional areas. You will have the opportunity to work in a dynamic growth-oriented environment that supports a broad portfolio of programs across multiple Mission Areas. This is a results-oriented role with an emphasis on leading your international subcontracts, strategic decision making, customer satisfaction, program execution and transition to production.

Requirements

  • Typically requires a University Degree and a minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience.
  • Minimum 8 years relevant experience in procurement, supply chain, or operations.
  • SAP/PRISM based environment experience
  • Experience with technical requirements of procured hardware and service – including Statement of Work Review (SSOW)
  • Experience with Export/Import requirements and working with Federal Acquisition Regulations (FAR, DFAR)

  • Experience as an International subcontract or procurement professional.

Responsibilities

  • Prepare and issue Request for Information/Quotations/Proposals for multiple suppliers in various international locations
  • Perform price and cost analysis and lead formal negotiations, Price, delivery, scope, Terms & Conditions.
  • Place subcontracts/purchase orders/letter of subcontracts and associated change orders
  • Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Materials)
  • Adhere to and understand Export/Import/RGEMS requirements as necessary to support daily activities
  • Work closely with the Program and other functional groups (Operations, Quality, Engineering, etc.) to achieve objectives
  • Nurture professional business relationships with first tier subcontractors and Provide comprehensive Supply Chain support for gate reviews.
  • Work with internal teams to coordinate procurement and shipment of supplies.
  • Maintain PO’s to ensure accurate and timely supplier delivery information
  • Lead other related supply chain activities to include SDRL oversight and tracking, SSOW reviews, International Transactional Due Diligence, and weekly supplier meetings.
  • Ability to travel as needed, up to 20%, primarily international travel.
