About The Position

Under the direct supervision of the Chief People Officer the Benefits & Compliance Manager is responsible for managing all functions of the following Human Resources areas: Benefits, Leaves of Absence, Worker’s Compensation, Safety program, State and Federal Compliance programs, DMV and Driving functions. The Benefits & Compliance Manager serves as a liaison to employees in communicating company relations and services and promoting positive employee relations. In addition, the Benefits & Compliance Manager leads the Human Resources department when the Chief People Officer is unavailable.

  • Computer Skills: Experience using network-based system including knowledge of file structure. Excel – Ability to develop and copy formulas, and format worksheets. Word – Ability to keyboard, prepare letters and simple documents including formatting, table development and spell check.
  • At least one year direct experience managing leaves of absence, benefits, or worker’s compensation claims required.
  • Must be willing to travel within the state of California up to 20% of the time.
  • Must be physically and mentally fit to work with clients who are potentially dangerous to self or others in accordance with the Company’s Physical and Mental Fitness standards; must be willing to complete a health screening physical examination that includes a drug screen and TB test.
  • Must meet state personnel licensing standards.

  • Bachelor’s degree and a minimum five years of Human Resource experience, or equivalent combination of education and experience preferred.

Responsibilities

  • Participate in the planning process ensuring HR related concerns are addressed and initiatives established.
  • Ensure Human Resources policies and practices conform to governmental guidelines.
  • Assists in the development and implementation of personnel policies and procedures, the employee handbook and the policies and procedures manual.
  • Participates in administrative staff meetings and attends other meetings and seminars.
  • Supervise and manages Benefits & Compliance Analyst developments and obstacles.
  • Serve as company Privacy Group Member in ensuring HIPAA compliance.
  • Lead the coordination of benefit services with benefit brokers and administrators.
  • Lead yearly benefits open enrollment processes.
  • Assist employees with claims, research and/or answers employee questions concerning benefits when needed.
  • Performs benefits administration, including claims resolution, change reporting.
  • Distribute information on and/or draft letters to employees to explain benefits programs such as retirement, health, COBRA, and disability.
  • Ensures and manages company compliance by ensuring reports of injury are filed within timely fashion.
  • Maintains and manages claim files for acceptance or dispute.
  • Update database for tracking purposes.
  • Ensures and manages compliance with OSHA standards in the posting of the Annual Summary of Work-Related Injuries and Illnesses.
  • Maintains and manages worker’s compensation log to facilitate current OSHA log requirement with correct information.
  • Communicate case concerns with claims managers/attorneys.
  • File reports of injury within the timelines established by government guidelines.
  • Maintains and manages the OSHA 300 and 301 forms.
  • Manages in the implementation of the Safety Incentive Program and the Illness & Injury Prevention Program.
  • Maintain DMV Pull Notice Program and notify the Chief People Officer of any issues.
  • Manages the reporting process for CA Pay Data and EEOC Reporting requirements.
  • Manages the reporting process and compliance for the OSHA 300, 300(A), and 301 reporting requirements.
  • Manages the reporting process for COBRA reporting requirements.
  • Manages the reporting process for all California Licensing reporting requirements including Licensing 500 reporting, Change of Administrator reporting, etc.
  • Manages benefits reporting requirements including participation in ACA reporting.
  • Manages and oversees processes for Non-Public Agency renewals and requirements.
  • Provide training and training opportunities for the Human Resources Department and management teams.
  • Extract and compile personnel statistics for reporting purposes, such as employee injuries, census reproting, and EEO monitoring.
  • Generates reports as needed from the HRIS system.
  • Answers employee and supervisor questions regarding leaves of absence, protected time off, and reasonable accommodations.
  • Processes requests for leaves of absence, protected time off, and reasonable accommodations in a timely manner and communicates with the employee, supervisor, and payroll team as needed.
  • Communicates approvals or denials of submitted requests, and meets with employee to answer any questions they may have about the process or their request.
  • Communicates with employee and supervisor to determine return to work status and any work restrictions.
  • Follows all applicable state and federal laws and regulations as it pertains to leaves of absence, protected time off, and reasonable accommodations.
  • Maintain and update employee personnel files and related data such as insurance coverage, 401k plan, vacation records as needed.
  • Maintains compliance with federal, state and local employment laws and regulations.
  • Support a positive team working relationship with a professional work ethic and attitude.
  • Return calls and emails in a timely and professional manner.
  • Perform other related duties as assigned.
