As the central point of contact for county agencies, you will manage the intake and placement process with precision, empathy, and urgency. You will ensure that every placement decision not only meets rigorous state and county regulatory standards but also prioritizes the unique emotional and developmental needs of the youth we serve. Requirements

  • Solid grasp of PA Department of Human Services requirements
  • Understanding of the "why" behind the paperwork.
  • Ability to look beyond a referral sheet to understand the nuances of a child's circumstances.
  • Poise to handle high-pressure placement calls while maintaining professional and empathetic relationships.
  • Passionate about ensuring that no child is "just a number" and that every youth finds a place where they can thrive.
  • High School Diploma or GED required.
  • Previous experience or familiarity with the Foster Care System and Community Umbrella Agencies (CUA).
  • A working knowledge of PA Department of Human Services (DHS) regulations and compliance standards.
  • Understanding of the intake and referral lifecycle within the Pennsylvania child welfare landscape.
  • Ability to assess complex child profiles and make high-stakes placement recommendations.
  • A commitment to maintaining the highest standards of documentation and legal adherence.
  • The ability to communicate effectively with county officials, resource parents, and internal clinical teams.

Nice To Haves

  • Bachelor’s or Master’s Degree in Social Work, Human Services, Psychology, or a related field.

Responsibilities

  • Facilitate the placement of children and youth referred by County Children and Youth Agencies into appropriate, certified Delta resource homes.
  • Maintain strict adherence to the PA Department of Human Services regulations and specific County service performance standards.
  • Review referral packets to assess the needs of the youth and identify the resource parents best equipped to provide a supportive environment.
  • Act as the primary liaison between county caseworkers and Delta’s clinical and certification teams to ensure a seamless transition for the child.
  • Uphold agency guidelines to ensure all placements promote safety, permanency, and well-being.
