About The Position

Torch Technologies is seeking a JOPC Training and Knowledge Management Specialist who supports the professional development and operational readiness of Department of Defense (DoD) and Intelligence Community (IC) personnel at the Aerospace Data Facility-Colorado (ADF-C). The position ensures that all training, curriculum, and knowledge management activities meet government standards and operational needs. This position is essential for maintaining the operational readiness and professional development of JOPC personnel, ensuring alignment with evolving government and mission requirements.

Requirements

  • U.S. Citizenship
  • Bachelor's Degree in English, Communications, a related field with 5+ years related instructional development experience
  • Or associate’s degree with 8+ years related instructional development experience
  • Or high school diploma with 11+ years related instructional development experience
  • Active TS/SCI clearance with ability to obtain SAP and STO; willingness to undergo CI polygraph
  • Experience in assessment, curriculum development, and military training environments, including evaluating military plans, operations, and exercises, and analyzing training needs to develop effective solutions.
  • Strong instructional design and knowledge management expertise, including curriculum development, website and file structure maintenance, and content management.
  • Excellent communication and collaboration skills, with the ability to coordinate across DoD, IC, and internal teams, and flexibility to support shift or evening work during critical operational periods.

Nice To Haves

  • Experience supporting USSPACECOM, NGA, or similar DoD/IC organizations.
  • Familiarity with OPIR strategies and real-time tasking in space operations.
  • Advanced degree in a related field.

Responsibilities

  • Curriculum Development & Instruction Design, develop, and implement curriculum and instructional materials for JOPC-certified positions, using competency-based assessment methods and instructional design best practices.
  • Establish training requirements based on JOPC needs and operational changes, especially when new ground and space systems are integrated into the operational baseline.
  • Conduct operations training and certify personnel in line with USSPACECOM and NGA standards.
  • Knowledge Management Serve as the Knowledge Management (KM) specialist for JOPC, ensuring all training materials and documentation are current.
  • Review and update training content, liaising with internal customers and leadership to ensure alignment with operational requirements.
  • Coordinate with DoD and IC training organizations to recommend external OPIR training materials for inclusion in JOPC programs.
  • Training Coordination & Support Organize and coordinate all training-related activities, including support for USSPACECOM and NGA training requests.
  • Support the NGA Extended Learning Site (ELS) in facilitating NGA-related training.
  • Identify and report issues related to training, professional development, curriculum, and operational readiness to organizational leadership.
  • Operational Readiness Support professional development and operational readiness through scenario-based training, exercises, and competency assessments.
  • Provide support during exercises, major system installations, or upgrades, including occasional shift or evening work as required.
