About The Position

Description Supervise an inspection team in performing visual and tactile safety inspections of bridges and highway structures to discover damage, deterioration, and defects that would impair the life, serviceability, and safety of a structure. Train inspection staff in field and office duties and safety. Assist in oversight and administration of consultant inspection contracts. Prepare and or review bridge safety inspection reports with signatory authority. How you will contribute: Equipment Operation: Operate and maintain inspection vehicles and inspection instruments. Inspection Data and Reports: Prepare inspection reports, assign structural component and general condition ratings, make recommendations and estimate costs for maintenance and rehabilitation. Review and sign inspection reports prepared by others. Inspection: Plan and schedule routine and specialized bridge and structure inspections. Conduct and oversee inspections according to NBIS and VDOT requirements. Collect new or verify or update existing structural element quantities and assign appropriate condition status. Schedule and oversee consultant inspections. Inventory: Create new structure inventory records and update existing structure inventory and assessment data in automated database system. Maintain inspection files, forms, reports and maps of assigned areas. Respond to inquiries from the public, municipalities, and other agencies for information on structure clearances and posted weight limits. Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures. Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly and safe work environment. Follow VDOT safety regulations and practices. Ability to prepare technical reports and forms, recommendations, estimates, and drawings. Ability to provide technical training and guidance to others. Ability to work at heights, over and in water, in confined spaces, in proximity to heavy traffic, and in inclement weather. Knowledge of and skill in the application of engineering math. Knowledge of consultant contracts and administrative procedures. Knowledge of deterioration characteristics of steel, wood, and concrete construction and bridge maintenance and rehabilitation procedures. Knowledge of routine to specialized bridge and structure inspection methods, as well as NBIS, federal and state requirements related to structures and safety inspections. Knowledge of supervisory policies and practices. Knowledge of the types, function and use of structural components. Skill in reading and interpreting bridge and structure plans. Skill in the use of bridge inspection instruments and access equipment. Skill in the use of computers and web-based applications to perform supervisory and technical functions of the position. Minimum Qualifications: Ability to access and use required equipment. Ability to communicate effectively orally and in writing to include preparing detailed technical reports and sketches and applying engineering math in bridge and structure inspections. Ability to physically perform hands-on inspections of bridges and structures, work at heights, over and in water, in confined spaces, in proximity to moving traffic and in inclement weather. Knowledge of bridge inspection methods and procedures, routine bridge maintenance and repair procedures, deterioration characteristics of bridge materials and common bridge types and nomenclature. Must meet minimum qualifications for a Team Leader as defined by the NBIS. Skill in the use of computers and software applications to include database systems, as well as bridge inspection instruments. Valid driver's license. Additional Considerations: A combination of training, experience, or education in Engineering or Engineering Technology or related field desired. Completion of FHWA approved training course in the inspection of Nonredundant Steel Tension Members (NSTM). Experience administering consultant inspections and contracts.
