Requirements

  • Knowledge of Engineering tools to perform field inspections of worksites for compliance to Florida Department of Transportation (FDOT) roadway standards.
  • Skilled in communicating technical information verbally and in writing.
  • Skilled in understanding and interpreting plans, specifications, design standards and manuals.
  • Skilled in dealing with internal and external customers in a courteous manner

  • Ability to lift 50 pounds and stoop, climb, squat, push, crawl, and bend.
  • This position requires the incumbent to complete the following self study courses within 11 months of appointment: Construction Math and Plans Reading.
  • Must also obtain the Advanced Temporary Traffic Control (Maintenance of Traffic) certification and the Qualified Stormwater Management Inspector certification (Florida Department of Environmental Protection through the Stormwater, Erosion and Sediment Control Inspector Training Program) within one year and maintain it.
  • While on-duty status, may be required to drive a state owned or leased vehicle to perform the duties of this position. Valid Class E Driver License is required.
  • The incumbent of this position is required to work with or around Department of Corrections inmates
  • This position will be required to respond before, during and following emergency situations.
  • High School Diploma or Certificate of High School Equivalency, Class E Drivers License, and 12 months of infrastructure design, construction, or maintenance experience; or an Associate Degree or Higher.
  • This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.

Responsibilities

  • Analyze complex plans and perform independent complex technical assignments to accomplish inspection and monitoring of work activities performed within the state Right of Way. Verify that work is performed according to all State and Federal specifications, plans, permits, policies, procedures, statutes, rules. Performs approved testing techniques through the use of hand tools, gauges and/or instruments to ensure materials used conform to Florida Department of Transportation (FDOT) requirements. Use various engineering tools, equipment, Instruments and computers for performing technical engineering tasks, problem solving and record keeping. Provide information to consulting engineers, developers, architects and permit applicants as needed. Prepares all documentation in order to validate payments to roadway contractors.
  • Perform interpretation of documents related to authorized Temporary Traffic Control (Maintenance of Traffic) device usage, installation/placement and materials to ensure safe work zones. Reviews work site activities for conformity to safety regulations and takes corrective measures when deficiencies are noted.
  • Conducts surveys of signs, guardrail, and attenuators as required by procedures. Provides survey of roadway items to be inventoried for Roadway Characteristics Inventory (RCI). Fills out data coding sheet and enters roadway data into computer data base as needed. Gathers data and performs preliminary reviews for maintenance contract needs. Assists in the preparation of maintenance contracts. Prepares specifications as needed for use in maintenance contracts.
  • Conducts/attends pre-work conferences on maintenance contracts and attends/conducts meetings with contractors/utility owners/permitees throughout life of projects as assigned. Acts as a representative of the Department on all issues related to contracts and permits. Issues work documents on contracts as directed. Prepares and issues work documents on contracts as needed.
  • Performs plans reviews for constructability and adherence to Department standards and specifications. Provides comments on Department policies and procedures as requested.
  • Assist Maintenance Management System / Roadway Characteristics (MMS/RCI) Coordinator by reporting routine maintenance conditions as they exist in the field. Attend annual training to learn the most recent methods of evaluating the Yard’s production in the MMS. Keep current in the procedures and other documents necessary to perform MMS evaluations.
  • Assist MMS/RCI Coordinator with inputting MMS data into the computer, in preparing MMS reports to be used for advising management for each Maintenance Cost Center, with technical studies and with the preparation and scheduling of the MMS evaluations. Assist MMS/RCI Coordinator and supervisors with Districtwide quality reviews of the MMS. Reviews studies with MMS/RCI Coordinator and supervisors to verify accuracy of all information.
