About The Position

Under general direction, an employee in this class is responsible for the inspection of materials and workmanship employed by contractors in the construction/repair of HABC facilities and structures.  Duties include reviewing drawings and specifications, inspecting work and materials for compliance with specifications and codes, writing daily reports, meeting with tenants and staff, and signing off on completed work.   Performance of the duties requires excellent knowledge of construction procedures and materials and all relevant building codes and regulations. All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.

Requirements

  • High school diploma, vocational school certificate, or equivalent is required, preferably with technical coursework in building construction trades.
  • A minimum of five years of progressively responsible experience in building inspection or journeyman‑level construction work, including the ability to read and interpret plans and specifications, is required.
  • An equivalent combination of education, training, and experience may be considered.
  • Possession of a valid Maryland driver's license.
  • Must be able to be covered under the Authority's vehicle insurance policy.
  • Must not engage in private real estate business.
  • Availability to work some evenings and weekends as needed.
  • Successful completion of a prescreening investigation, including verification of employment history and education credentials.
  • A 6-month probationary period applies to this full-time permanent position.

Responsibilities

  • Ensures that contractors are performing building/repair work in accordance with job specifications, drawings, and codes as they apply.
  • Ensures that work being performed meets national and local building codes for electrical, mechanical, and construction work.
  • Writes daily reports giving descriptions of the work performed by contractors(s).
  • Monitors materials and equipment used/installed to ensure compliance with specifications, regulations, etc.
  • Works with wage compliance to ensure workers are being properly paid and that working conditions are adequate; attends related seminars and workshops as directed.
  • Reports to Project Manager/Supervisor any deletions or changes in scopes of work and/or specifications.
  • Works with contractors and Project Manager/Supervisor to resolve any conflicts or problems which may have developed during the course of work; informs and coordinates with management as necessary.
  • Monitors percentages of work in place and signs requests for partial and final payments in accordance with percentages.
  • Certifies that all work has been completed in accordance with specifications when the contract is complete.
  • Meets with tenants, resident councils, maintenance, and housing management as necessary to inform, coordinate, and respond to concerns raised by each.
  • Attends pre-bid, pre-construction, and staff meetings as scheduled.
  • Maintains files on all jobs in progress.
  • Performs other duties as assigned.
